The following three essays investigate the effect various fiscal institutions have on state budgeting decisions. In the first essay, the impact of stringent balanced budget rules on a non-general fund expenditure category, environmental expenditure, is investigated. The essay finds that states with especially stringent balanced budget rules have lower average environmental expenditure than states absent stringent rules. Using a Fixed-Effects panel estimation, the paper finds that stringent balanced budget rules are associated with 1.55% lower per capita environmental expenditure than weak rules. Further, the presence of political interest groups in a state significantly mitigates this reduction, causing environmental expenditure to …

Amidst widespread feelings that capitalism is a deeply problematic yet necessary approach to economy, Community Supported Agriculture (CSA) has emerged as both an alternative model for farming and as an increasingly visible and viable model for alternative economy. Using qualitative methods, this doctoral research explores and documents how CSA has become a productive space for economic innovation and practice that emphasizes interdependence, camaraderie and community well-being rather than hierarchical control and private gain. A barrier cited by primary care administrators in integrating behavioral health is financial risk. Fee-for-service billing mechanisms remain complex and there is little empirical guidance on cost-effective models. This study was an economic evaluation of an integrated care model in a pediatric private practice clinic. The study evaluated cost benefits by examining specific delivery indices such as concerns presented, time spent, billing codes used, and reimbursement received in regards to pediatric primary care visits by comparing days when an on-site Behavioral Health Consultant (BHC) was available versus Non-BHC Days. Organic beauty has grown to a $6 billion dollar industry supplying consumers with products that align with unique social consumption preferences. This thesis explores the historical economic perspective of the traditional beauty industry and the development of the organic beauty industry. Capitalism influenced the traditional beauty industry during the pursuit for profits that lead to jeopardizing customer and environmental safety. This thesis examines the benefits and drawbacks of Nazi centralized economic planning. From an entirely political and economical standpoint, Hitler and the National Socialists’ highly regulated and restrictive policies were initially beneficial for Germany because they created a centralized economic vision and improved national morale. The liberal ideology of the Weimar Republic resulted in major class divisions within the nation, where laissez-faire economics left middle-citizens marginalized and at the mercy of profit-seeking big businesses. Since the September 11th, 2001 terrorist attacks on the United States, global counterterrorism policies have increasingly targeted terrorist financing sources. These increased financial counterterrorism regulations have diverted the traditional sources and methods of terrorist funding, including illicit drug revenue streams. The purpose of this paper is to measure the relationship between terrorist events (both domestic and transnational) and the prices of cocaine and heroin. Using regression analysis, I find that the annual U.S. illicit drug prices of heroin are statistically significant with domestic and transnational terrorist events. The coercive power of the state is unique among its responsibilities. And yet, like many government services, incarceration is becoming more widely privatized. These for-profit prisons market themselves as a solution to state-wide and local economic woes alike. Using standard regression analysis, I test the truth of these claims by exploring the relationship between privatized prisons and local economic health measured by county employment rate and income per capita. I find no significant relationship between the public/private nature of a prison and the employment rate, but there may be evidence of private prisons depressing county income. As we move forward …

The purpose of this thesis is to determine if households with moderate incomes have the opportunity to acquire pecuniary wealth. In an environment of increasing globalization, labor-eliminating technology, and an overburdened entitlement system, the position of wealth is necessary for households with a penchant for early retirement and particularly for those that will inevitably succumb to involuntary retirement. In these writings, qualitative and quantitative descriptions of wealth are offered; two microeconomic metrics are introduced to identify baseline wealth and to gauge proximity to this value; and strategies are devised to close the gap between these metrics.

Combining statistical modeling with qualitative interviews, I build off of an innovative insurance project to show why and how to start traded markets on indexes of El Niño/La Niña. In this paper, I analyze the effectiveness of state level Earned Income Tax Credit programs on improving of poverty levels. I conducted this analysis for the years 1991 through 2011 using a panel data model with fixed effects. The main independent variables of interest were the state and federal EITC rates, minimum wage, gross state product, population, and unemployment all by state. I determined increases to the state EITC rates provided only a slight decrease to both the overall white below-poverty population and the corresponding white childhood population under 18, while both the overall and the under-18 black population for …

This paper analyzes the impacts of the Malawi Social Cash Transfer Scheme. The goal of this paper is to help improve the design of cash transfers. First of all, I analyze whether the cash transfer positively affects child health variables despite occurring in a region with poor supply side health institutions. I find significant results for many child level variables, such as frequency of illnesses, but insignificant improvements in anthropometric measurements. Secondly, I examine whether female-headed households invest more in child health than male-headed households. The results show that the impacts of the cash transfer did not depend on the …

In South Carolina, many farmers and homesteaders have utilized goats as an adaptive and versatile resource and component of their diversified farming operations. This thesis addresses the experiences, motivations, difficulties, and successes of people raising goats in South Carolina, in the context of sustainable agricultural practice and landscapes. Goats cohabit insecure but promising ecological, political, economic, and sociocultural landscapes with humans and other nonhuman species. These relationships can undermine and support goats as belonging in South Carolina. My participants cannot simply raise goats as a purely economic choice because they create meaningful emotional relationships with their animals. Goats can become …

Quamrul Ashraf and Oded Galors' (2013) study, "The `Out of Africa' Hypothesis, Human Genetic Diversity, and Comparative Economic Development", seeks to explain cross-country variations in economic development, particularly per capita income, through variations in human genetic diversity. Their analysis depends on two fundamental assumptions; genetic diversity's positive effect upon technological productivity and its negative effect upon social capital. This study tests the validity of the results presented by Ashraf and Galor. Specifically, this study seeks to test whether or not the hump-shape relationship observed between income per capita and predicted genetic diversity is validated. Our empirical work supports their findings.

This dissertation models the dynamics of alcohol use in the Russian Federation with an emphasis on identifying policy implications most likely to be effective at controlling alcohol use. Utilizing data from The Russian Longitudinal Monitoring Survey, models of alcohol consumption are estimated using both myopic and rational specifications via ordinary least squares, fixed effects two stage least squares and, the focus of this study, two-step system generalized method of moments.
