Unlike many studies that assess the impacts of free trade agreements (FTAs), this thesis is a study of the negotiated outcomes in FTAs between the United States (U.S.) and Chile, and the European Union (EU) and Chile. Existing negotiation literature pertains to multilateral trade talks, dispute settlements or bilateral one good trade agreements. Studies regarding the negotiation process and other factors influencing outcomes in comprehensive FTAs are rare. On September 24, 2011, it was announced that Putin would run for president once again in 2012. The reaction in the West was that ―the more things change, the more they stay the same.‖ The Western conception of the post-Cold War Russia is often one of remarkable consistency since the turn of the century. This Western narrative focuses on an autocratic Putin reigning over his resurgent and confrontational Russia. Does this narrative tell the story of Russia today, or does it instead obscure it? The economic reforms in China, Vietnam and Laos have not been carried out without a series of corresponding political reforms being conducted throughout. While significant political reforms to democratize the general political system have not been seen, there is a trend towards liberalization of the legislature through the legislative reforms. This paper compares the legislative reforms in China, Vietnam and Laos, examining the rationales behind the reforms, how these socialist countries' legislatures are structured through reforms, what functions they are performing, and assessing the relationship between legislature, state, and the ruling single party. The most valuable contribution of the Fulbright Program, at its founding in 1946 and today in 2012, remains its ability to inculcate mutual understanding, which represents a vital component in the success of multilateral cooperation necessary to create a secure and thriving international community. During the Cold War, promoting mutual understanding was valued for its ability to share the ideals and benefits of American democracy and create strong relationships between Americans and foreigners in direct competition with the Soviet Union’s projection of communist ideology.
