The purpose of the study was to explore the definitions, benefits, and challenges of collaborations as used by nongovernmental organizations in their pursuit of public policy advocacy, and more specifically the role of NGOs as advocates in the public policy process. A qualitative design using a case study approach was used to examine the collaborative strategies and techniques used by the 12 statewide education NGO members of the Virginia Education Coalition in pursuit of their advocacy goals in public policy. Collaboration has increasingly emerged in recent years as a new paradigm in public management. This collaborative trend, however, has contradicted the longstanding American political tradition of conflictual contestation of competing interests and adversarial legalism. Consequently, it has presented public managers with the challenge of dealing in reality with the "tensions between alternative forms of management practice" (Huxham and Vangen 2005, 245). In most accounts, watershed management has recently become a particularly active arena for that clash of opposing collaborative and conflictual managerial practices.

This study is an ethnography of a performance ethnography. The performance “Hang It Out To Dry” explores the experiences of residents from Saint Bernard Parish, Louisiana in the aftermath of Hurricane Katrina. This dissertation traces “Hang It Out To Dry” from the beginning of fieldwork to the aesthetic staging of collected narratives and through two years of community building as the performance toured the nation. Particularly, I develop methods for collecting materials from fieldwork for adaptation to the stage. The current study addressed the function of representing constraints in a display that is used for the process of planning on a team level. The experimental task was a modification of a game entitled 10 Days in Africa in which the players must complete a journey through the continent of Africa. Dyads participated in the game by constructing their own planning representations, as well as collaborating with the other player. We augmented the standard Gantt chart representation of timeline events with representations for the constraints holding between adjacent events.
