Humans tend to simplify complex decisions by employing cognitive bias(es). Cognitively biased decision-making by public administrators can be adversely consequential for public organizations, public employees, and the public interest. Given the historical scope of experimental research on cognitive bias in the social and physical sciences, public administration scholars should continue to advance such research across various public sectors. Administrative burdens are the psychological, compliance, and learning costs experienced by individuals interacting with public entities that may shape and reshape their relationship to citizenship and/or access to benefits and rights. It has long been hypothesized that third-party entities, designated as navigators, could be leveraged to mitigate the impact of administrative burden costs on citizens. For effective delivery of service, easing administrative burden costs in application processes may increase applicant likelihood of successfully navigating the bureaucratic process towards a desired end.

Local wine industries are vital engines of agricultural economic growth, rural development, and sustainable long-term tax base creation. While the Pennsylvania wine industry has made admirable progress, the industry still has a poor collective reputation, high variance in product quality differential, and a perceived regulatory environment that creates negative externalities for local wine, agricultural production, and auxiliary enterprises. State and local governments occasionally receive positive exogenous payments or windfalls that have a significant impact on their budgets. However, few works examine how budget-makers allocate such payments or if they are consumed in a manner consistent with other revenue streams. Prior research suggests that multiple factors, including the size of a windfall payment, impact how much of the funds are saved and spent. Using data from the Act 13 Unconventional Natural Gas Impact Fee in Pennsylvania, this study examines the relationship between windfall payment size and savings rates between 2011 and 2019. In the Commonwealth of Pennsylvania, the Department of Community and Economic Development administers a Municipal Financial Recovery program to improve outcomes in fiscally and socio-economically distressed cities. The program operates under the auspices of the Pennsylvania Municipal Recovery Act 47 of 1987.
It is designed to provide state and municipal governments the resources necessary to combat fiscal distress and economic decline, where municipalities lack the political or financial wherewithal to do so autonomously. Those resources include access to grant funding, special latitude over tax policy and fee structures not otherwise permitted by Pennsylvania’s Constitution, and developing a five-year fiscal recovery …
