The purpose of this study is to examine the public participation mechanisms employed for a proposed new infrastructure project. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Participation is a loose concept with many forms and interpretations. This study explores the key characteristics of public participation formats, challenges to and the criteria for success. This analysis is then applied to the proposed local infrastructure consultation process. An additional survey is designed and its role in the public participation process is assessed. The Eastern Goochland Greenway Plan proposes a shared-use trail that is nested within the Virginia Department of Conservation and Recreation’s (DCR) conceptualization of a statewide trail system called the James River Heritage Trail (JRHT). The JRHT includes shared use bicycle and pedestrian facilities as well as water trail access points that would connect pre-existing trail systems to new proposed trails that are parallel with and in close proximity to Virginia’s James River corridor and all of the natural, cultural, and historic resource opportunities that the surrounding areas offer. The town of Hatfield needs a Master plan to keep the town up to date on zoning regulations amongst other topics. They need to preserve rural character and enhance its economic base without overstepping private property rights. The town needs to attract new business, provide housing opportunities for the elderly, and standards for clustered residential development that will help preserve open space. The residents in Hatfield are concerned with three specific areas.

Hatfield is located on the Connecticut River with interstate 91 cutting through the center of the town. Hatfield has an abundance of wetlands and floodplains, and the town’s relatively old-fashioned culture. With the Connecticut River to the east, Hatfield is spanned with extremely rich agriculture near the river and mountains in West Hatfield. The town is split into two major areas, separated by both geographical features, and major transportation routes that head from the North to the South. This studio was based on the Fairmount Greenway that was developed through a series of public meetings with the neighborhood community and with consultants from the firm Crosby, Schlessinger and Smallridge (CSS). The Fairmount Greenway, while drawing its identity from the traditional greenway model is in fact a reinterpretation of an urban greenway. The greenway path follows along both primary and secondary city streets because of the lack of space along the rail right-of-way. Minneapolis’ Midtown Greenway is a 5.5 mile bicycle and pedestrian corridor that replaced a grade-separated railroad line in 2000 and expanded to its current length in 2007. In an era of reinvestment in American inner cities and a heightened political awareness of both urban transportation alternatives and public spaces, the academic field of geography has much to contribute to the discussion about the viability, effectiveness, and success of projects such as this adaptive reuse of reclaimed, deindustrialized space.
