The study investigated the records management and the right to information in some selected metropolitan assemblies in Ghana. These selected metropolitan assemblies include the Accra Metropolitan Assembly, Tamale Metropolitan Assembly, and Kumasi Metropolitan Assembly. A survey research design was used to carry out the study. A total of 80 participants were used for the study. Questionnaires were used …
The Relationship Between Leadership Transparency And Accountability On Public Rural Basic Education In Amenfi Central District, Western Region Of Ghana, Emmanuel Osei-Kissi
The Relationship Between Leadership Transparency And Accountability On Public Rural Basic Education In Amenfi Central District, Western Region Of Ghana, Emmanuel Osei-Kissi
Doctoral Dissertations and Projects
This dissertation assessed the relationship between leadership, accountability, and transparency in basic public rural schools in the Amenfi Central district of Ghana. Over the past decade, leadership, transparency, and accountability measures have addressed developmental failures in the educational sector. However, most of these studies are done in isolation. The problem is that studying the concepts (leadership, accountability, and transparency) in an isolated manner does not provide a holistic examination of the effect of these concepts in the educational sector, especially in basic rural schools. The dissertation sought answers to whether the leadership style, accountability, and transparency techniques affect school management …

Public Sector Leadership During The Covid-19 Crisis In Ghana, Komla D. Dzigbede, Anthony M. Ivanov
Public Administration Faculty Scholarship
This article examines public sector leadership during the economic crisis caused by the coronavirus pandemic in Ghana. It focuses on the Bank of Ghana–the nation’s central bank responsible for monetary policy and financial sector leadership–and examines the critical leadership attributes that the central bank demonstrated through its administrative and policy responses to the crisis. The findings from textual analysis of monetary policy committee press briefings show that the central bank demonstrated several criteria of effective public service leadership during the crisis, namely sensemaking, critical decision-making, communication, accountability, adaptability and, to an extent, learning. However, the textual evidence suggests that the …

Research outputs 2022 to 2026
Societies are confronted with grand challenges that require the efforts and coordination of diverse stakeholders. In this context, the role of for-profit organizations has become vital in addressing such challenges. Drawing on the strategy tripod perspective, this study investigated the influence of reverse engineering on frugal product-innovation performance (PIP) through the mediating effect of frugal innovation (i.e., cost innovation, and affordable value innovation). In addition, we examined the moderating impact of the industry environment (i.e., technological turbulence) and institutional context (i.e., legal inefficiency) on this relationship. We tested our hypotheses using time-lagged data from 243 small to medium-sized enterprises (SMEs) …

LIS education is more concerned with training in librarianship. LIS education aimed at producing competent librarians to manage all types of libraries in the countries of the world for sustainability. Other information related disciplines such as documentation, archives and records management were relatively unknown when they started existing, thus, they were not accorded prominence. However, librarianship in Africa owes its origin to colonialism. Colonialism introduced reading and writing among the indigenous people. Until then, the two activities were alien. Colonial governments introduced Western education which entailed among others, reading and writing. In an attempt to boost the two activities, a …

Geography
Mapping the characteristics of Africa’s smallholder-dominated croplands, including the sizes and numbers of fields, can provide critical insights into food security and a range of other socioeconomic and environmental concerns. However, accurately mapping these systems is difficult because there is 1) a spatial and temporal mismatch between satellite sensors and smallholder fields, and 2) a lack of high-quality labels needed to train and assess machine learning classifiers. We developed an approach designed to address these two problems, and used it to map Ghana’s croplands. To overcome the spatio-temporal mismatch, we converted daily, high resolution imagery into two cloud-free composites (the …

Preceptors play a vital role in supporting nursing/midwifery students and new employees’ transition and assimilation into their new role. Furthermore, with the increasing focus on educating more qualified nurses and midwives to meet health-related United Nations Sustainable Development Goals, there is a need for a more standardized and coordinated approach to preceptorship training. As former Head of the Nursing/Midwifery Training Institution in Ghana, I observed first-hand that the system of preceptorship needs improvements. Published literature on preceptorship has shown that the practice plays a vital role in healthcare delivery. However, most of the existing literature preceptorship is from developed countries, …

In sub-Saharan Africa, mobile phones and financial technology have opened doors to financial inclusion for millions, but the new financial terrain is uneven ground fraught with risks. High fees, aggressive marketing, mounting personal debt, varied digital access, and nascent regulatory structures heighten vulnerability and threaten hard-won progress toward broad financial inclusion. Financial Capability and Asset Building in Africa, or FCAB Africa, will equip human-service professionals to broaden financial stability, security, and well-being in sub-Saharan Africa, developing the financial capability of service populations and cultivating sound financial strategies. The initiative will also work with financial-service providers to create a comprehensive financial-development …

Conference Papers
The concept of public diplomacy is one of the trending approaches in modern international relations and diplomacy. Communicating and engaging effectively with the foreign public in a particular nation by a government to achieve its foreign policy objective is every government’s goal. The field of public diplomacy as an academic discipline in Ghana in particular and Africa has not received much attention compared to the Western World. This article attempts to bridge this gap by opening Ghana’s public diplomacy to academic scrutiny that has, as yet, been underdeveloped. This paper’s principal objective is to bring to light the public diplomacy …

Issues For Consideration In The Scale-Up Of The Inclusion Of Family Planning In The National Health Insurance Benefits Package In Ghana, Kamil Fuseini, Augustine Ankomah
Reproductive Health
Ghana is working toward achieving universal health coverage (UHC). This is driven, in part, by the Sustainable Development Goals (SDGs), specifically SDG 3—Good Health and Well-Being, which seeks to ensure healthy lives and promote well-being for all at all ages. Achieving this feat will improve equity of access as people, especially the poor can access quality health services without financial hardships. Ensuring equitable access to family planning (FP) is essential to securing the well-being of women and supporting the health and development of communities. One pathway to ensuring equity is the inclusion of FP in affordable insurance. While the inclusion …

Reproductive Health
In Ghana, National Health Insurance Act 852 of 2012 ensures that health-care benefits include family planning (FP) services, however people continue to pay for FP services because the policy is yet to be implemented in practice. Under the leadership of the Ministry of Health, the National Health Insurance Authority in collaboration with the Ghana Health Service, Marie Stopes International-Ghana and the Population Council implemented a pilot project to remove FP service out-of-pocket costs. All modern clinical FP methods were added to national health insurance and expensed by health facilities through the national health insurance claims process. The intervention significantly increased …

Estimating The Magnitude And Risk Associated With Heat Exposure Among Ghanaian Mining Workers, Victor Fannam Nunfam, Kwadwo Adusei-Asante, Eddie Van Etten, Kwasi Frimpong, Jacques Oosthuizen
Research outputs 2014 to 2021
Many occupational settings located outdoors in direct sun, such as open cut mining, pose a health, safety, and productivity risk to workers because of their increased exposure to heat. This issue is exacerbated by climate change effects, the physical nature of the work, the requirement to work extended shifts and the need to wear protective clothing which restricts evaporative cooling. Though Ghana has a rapidly expanding mining sector with a large workforce, there appears to be no study that has assessed the magnitude and risk of heat exposure on mining workers and its potential impact on this workforce. Questionnaires and …

Evaluating The Inclusion Of Family Planning Within The National Health Insurance Benefits Package In Ghana, Kamil Fuseini, Augustine Ankomah
Reproductive Health
Contraceptive use in Ghana has remained low despite annual increases since 2012. Having a high unmet need for family planning (FP) suggests that there may be barriers to access and uptake. Over time, several policies, including Ghana’s Costed Implementation Plan from 2015–20, have suggested FP initiatives to improve contraceptive use yet they have not been entirely implemented. Further, although FP was included in the health insurance act passed in 2003, amended in 2008, and revised in 2012, which indicated that health-care benefits include FP, people continue to pay out of pocket for services at National Health Insurance Authority facilities because …
