Social Protection And Foundational Cognitive Skills During Adolescence: Evidence From A Large Public Works Program, Richard Freund, Marta Favara, Catherine Porter, Jere Behrman

Many low- and middle-income countries have introduced public works programs (PWPs) to fight poverty. This paper provides the first evidence that children from families who benefit from PWPs show increased foundational cognitive skills. The results, based on unique tablet-based data collected as part of a long-standing longitudinal survey, show positive associations between participation in the Productive Safety Net Programme (PSNP) in Ethiopia during childhood with long-term memory and implicit learning, and suggestive evidence for working memory. Ethiopians have deep-rooted traditions of using plants to treat ailments affecting humans and domesticated animals. Approximately 80% of the population continues to rely on traditional medicine, including for the prevention and treatment of viral diseases. Many antiviral plants are available to and widely used by communities in areas where access to conventional healthcare systems is limited. In some cases, pharmacological studies also confirm the potent antiviral properties of Ethiopian plants. More than one billion people worldwide receive cash or in-kind transfers from social protection programs. In low-income countries, these transfers are often conditioned on participation in labor-intensive public works to rehabilitate local infrastructure or natural resources. Despite their popularity, the environmental impacts of public works programs remain largely undocumented. We quantify the impact on tree cover of Ethiopia's Productive Safety Net Program (PSNP), one of the world's largest and longest-running public works programs, using satellite-based data of tree cover combined with difference-in-differences and inverse probability treatment weighting methodologies. Pre-Colonial kingdoms in Sub-Saharan Africa were many, and were organized in unique ways. The old Empires of Ethiopia and Mali were selected for this research because of their antiquity and for their contrasts: Ethiopia was an official Christian Empire for about two millennia, while Mali was the quintessential Sub-Saharan Islamic kingdom. Also, both empires possessed documentation written by traditional Africans, in the form of ancient indigenous manuscripts, which predate the colonial period (i.e., the coming of Europeans) by several centuries. Due to the Somali Civil War of 1991, more than 10,000 Somali refugees resettled in Kebribeyah, a town in the Somali region of Ethiopia. For nearly three decades, the local and resettled refugee communities shared the resources the region had to offer, adopted a new common cultural norm, and fostered some levels of social cohesions. It is the education sector, however, that caused social conflicts and hatred between resettled Somalis and the native Somali-Ethiopians. The majority of refugees around the world are in protracted refugee situations, living in exile for at least five years with no sign of a durable solution. There are three possible durable solutions: repatriation, local integration, and resettlement. Repatriation remains the main durable solution, but the circumstances should be conducive for return to the country of origin. Climate change migration is increasing and necessitates a re-examination of resettlement planning and processes. Although evidence-based selection of host places would improve climate change resettlement outcomes, few methods for the selection of host communities exist. Consequently, the information base on which most resettlement programs select a host place is often inadequate. This article proposes an empirical methodology to assess resettlement capacity. The methodology uses a hierarchical aggregation approach, where resettlement capacity indicator values are aggregated first into sub-dimension resettlement capacity scores, then further into dimension resettlement capacity scores, and finally into an overall resettlement capacity index. The study was undertaken to investigate the utilisation of electronic information resources of the UNECA library in Addis Ababa Ethiopia and the challenges faced by the different users. A quantitative research method with a sample survey research design was applied. A population of 600 users, of which 500 were internal users (UNECA and United Nations agencies staff members) and 100 were external users (researchers, students, or non-staff members). 20% from each category was taken as a sample. Information is an important factor in agricultural development. The study investigated farmers’ agricultural information needs and seeking behavior in the Southern Regional State of Ethiopia. A cross-sectional research design was employed and the study population included all household heads of the eight sampled villages in four administrative zones. A multi-stage sampling procedure was employed to obtain a sample of 320 farmers. Quantitative data were collected and research adopted descriptive statistics. This research investigates the conditions under which a state’s regional influence increases, or a state becomes a regional power, using an in-depth analysis of the case of Ethiopia in the Horn of Africa. I make a two-fold argument (a) developments in the Horn of Africa over the last two decades show that the regional influence of Ethiopia has been growing, and (b) analysis of attributional capabilities – population, military, economy – alone do not fully explain this development. This research brief focuses on brokers in Ethiopia—both licensed and unlicensed—who place migrating girls into jobs such as domestic work, waitressing, and commercial sex work. The characteristics of brokers, their contacts, ways of working, and how brokers both support and harm migrant girls is examined. Brokers sometimes provide support to girls that goes beyond job placement, such as providing girls with necessary help in their initial days, including financial assistance, short-term lodging, and food. The survival of millions of pastoral households in Eastern Africa has become increasingly at risk. Due to mounting socioeconomic and climatic stressors, pastoral households are faced with making migration decisions under increasing uncertainty about resource availability and limited coping strategies. We assess the potential of providing vegetation condition maps to support the migration decision of pastoralists in Ethiopia and Tanzania and the effect of map usage on their herd condition and size. Globally, more than 200 million women and girls have undergone FGM/C. More than half of these girls and women live in three high-prevalence countries: Egypt, Ethiopia, and Indonesia. Given the increase in population growth, recent estimates show that the number of girls and women subject to FGM/C will continue to rise in the coming years unless sufficient efforts are undertaken to encourage abandonment of the practice. A descriptive analysis of changes in FGM/C prevalence over time in Ethiopia shows that the percentage of women aged 15–49 years who report undergoing FGM/C has been declining. Studies investigating the association between male circumcision and HIV have demonstrated the protective effect of male circumcision. In some settings, FGM/C and male circumcision are considered “equivalent” procedures. This working paper presents findings of a study that investigates the effect of FGM/C on the likelihood of HIV infection for women in practicing communities in Ethiopia, Gambia, Kenya, and Sierra Leone.

Gendered norms and discriminatory practices often limit women’s decision-making power, which over time can lead to social norms that systematically disadvantage women. Aspects of empowerment were explored in a global evaluation of Demographic and Health Survey data that measured how gendered social norms influenced maternal health-seeking behaviors. Analysis specifically explored associations of women’s autonomy and acceptability of intimate partner violence against women (IPVAW) on antenatal care (ANC) use and facility delivery in 63 low- and middle-income countries. Service utilization is positively associated with increased autonomy and negatively associated with increased acceptability of IPVAW, but variability exists across countries and regions. …

AGYW who are out of school face a particular set of vulnerabilities, especially those living away from parents.
