The purpose of this study is to examine the public participation mechanisms employed for a proposed new infrastructure project. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Participation is a loose concept with many forms and interpretations. This study explores the key characteristics of public participation formats, challenges to and the criteria for success. This report shares the findings from an action research project conducted on behalf of Global Partnership for Education’s (GPE) Education Out Loud (EOL) programme by the Management for Development Foundation (MDF) and the Australian Council for Education Research (ACER) Consortium, in its capacity as global learning partner (GLP). The project involved working directly with three organisations (grantees) in receipts of EOL funds, across five GPE countries. The Consortium supported them to conduct action research projects, which tested the underlying assumptions of their programme’s theory of change, in order to validate their approaches to advocacy and policy influencing (API) and support …

The education system in Bangladesh has undergone significant change since the country’s independence from Pakistan in 1971. In 1973 the community-sponsored school system, in which communities felt a moral obligation to take an active role in schools, was transformed into a centralised national system. This caused a shift in the sense of ownership of the education system and a disconnect between community and school. This in turn led to the development of a system, which lacks accountability and community monitoring, and has left the system vulnerable to shocks that disproportionately affect already disadvantaged students. The International Civic and Citizenship Education Study (ICCS) investigates the preparation of young people to undertake their roles as citizens. It gathers and analyzes data from representative national samples on students’ conceptual knowledge and understanding of civics and citizenship, as well as their attitudes to, and engagement with, aspects of civics and citizenship. ICCS builds on a succession of IEA studies in this field dating back to 1971, and especially since 2009. Designed as household-based assessments, citizen-led assessments (CLAs) are implemented by local organizations who assess children in their homes, thus reaching the most marginalized children, families, and communities, often in remote areas. CLAs add an essential piece of information for truly monitoring progress and help realistically represent the learning levels of all children – at national, regional, and global levels. By using simple tools and easy-to-understand reports, CLAs engage parents and community members in discussions about learning and help foster understanding of the importance of ensuring quality education through civil action. In reference to the theory of planned behaviour which links attitudes to action through intentions (Ajzen, 2001; Ajzen, & Fishbein, 2000), the International Civic and Citizenship Education Study (ICCS) 2016 (Schulz et al., 2018) measured students’ intentions to engage in the future and developed items measuring students’ beliefs about their likelihood of civic engagement in the future. Based on survey data from the latest implementation of the International Civic and Citizenship Education Study (ICCS 2016), this paper explores the associations between students’ civic knowledge, their disposition to and involvement in civic engagement within the school and community context, and their willingness to engage in future civic activities as adults. The multivariate analyses also include factors related to resources for engagement, variables reflecting the psychological disposition towards engagement, and network-related variables in order to explain variation in expected electoral and active political participation. The use of digital technologies for citizenship engagement has become more widespread over recent years and has led to the conceptualisation of ‘digital citizenship’ as an emerging feature of citizenship participation in societies at the outset of the 21st century. This paper uses data from the recent ICCS 2016 survey to investigate the scope of using social media and the internet for civic engagement among lower-secondary students in 21 countries. This paper discusses ICCS results regarding students’ dispositions toward civic engagement and changes in their perceptions of traditional vs. alternative forms of political participation since 2009 as well as factors explaining their variations. It focuses on the role of two important variables that potentially influence students' expectations: trust in civic institutions and political. ICCS 2016 results confirm earlier observations that trust and civic knowledge tend to be either more negatively or positively related depending on general perceptions of corruption, and multivariate also show how expectations to engage in politics in later life are associated in different with these two variables …

Advanced sensor technology, social media, and other information technologies have provided us with “big data” on climate change. Due to the World Meteorological Organization’s Global Climate Observing System, climate observations and records, as well as discussions on climate-related concerns such as measurement of air temperature, are widely available now. With the U.S. federal government stepping away from climate change, a number of cities have indicated that they will continue efforts to reduce greenhouse gas emissions. Broad statistical analysis and case studies of larger and often progressive cities have provided some insight into what drives local governments to act on climate change mitigation. However, the vast majority of U.S. municipalities, most of them small, do nothing. Understanding what might drive smaller, poorer, and less progressive places is important if local governments are expected to take the lead on this global commons issue. Since protest forced the US Navy off Vieques Island, Puerto Rico in 2003, the US military has embarked on one of the largest environmental remediation projects it has ever undertaken. This article explores the way a narrowly conceived, technocratic cleanup process is translated onto an island with a deep history of grassroots mobilization and antagonism towards federal authority. The Restoration Advisory Board (RAB) is a crucible for considering the uneasy dynamics of cleanup. US law enshrines the RAB as the principal venue for "public participation" in the cleanup process. ICCS 2016 was the second cycle of the IEA Civic and Citizenship Education Study (ICCS). ICCS studies the ways in which education systems from around the world prepare young people to undertake their roles as citizens in society. In Latin America, this area of learning is set within particular challenges and contexts. Compared to established Western democracies, most countries in this region returned to democratic rule only three or four decades ago or even more recently, and their political, social, and economic stability continues to be called into question. Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Annexation law and procedures, urban renewal requirements and assessments, three types of special districts, decaying water and sanitary infrastructure, state revenue shared funds, and unique transient tax and tourism fund use all combined …

Recent developments in the economic and social politics of Europe have led to a quickened interest in the intentions of young people to participate as citizens. This paper focuses on students from 26 European countries who were in Grade 8 in 2009 and who will typically gain formal electoral rights in 2013. It analyzes young adolescents' intentions to participate as citizens through political participation as adults through electoral and active political participation. Empirical research in political participation has consistently shown that participation is characteristic of those with higher socio-economic status and formal education (Brady, Verba, & Schlozman, 1995; Lijphart, 1997; Dalton, 1988; Han, 2009; Marien, Hooghe, & Quintelier, 2010). Socio-economic status differences among citizens are accentuated in societies with high economic inequality as the Latin American ones (De Ferranti et al., 2003; Deininger & Squire, 1996; Dion, 2007; Hoffman & Centeno, 2003; Korzeniewicz & Smith, 2000), and therefore it would be expected to find political inequality in terms of participation in this region (Côrtes & Dubrow, 2011). This study investigates why municipal officials have not fully taken advantage of the interactive features of the Internet to bring citizens closer to their governments. Studies show that although the Internet has great potential to improve government–citizen relations, many governments at all levels have not taken advantage of this potential to improve Web site deliberative features to enhance online citizen participation in the policy process. Although numerous local, state, and federal laws and policies address water pollution, many problems remain. To address these problems thousands of groups of citizens, who are concerned with their water resources - rivers, streams, lakes, ponds, and groundwater - organized around the U.S. over the past several decades. To succeed, these community organizations need the resources and capacity to reach their goals. To gain capacity, some community organizations turn to people outside the organization for assistance.
