During the Fall 2023 semester, 15 law (Outside) students from the University of Pittsburgh School of Law and 13 incarcerated (Inside) students from the State Correctional Institution – Greene, in Waynesburg, Pennsylvania, took a full semester class together called Issues in Criminal Justice and Law. The class, occurring each week at the prison, utilized the Inside-Out Prison Exchange pedagogy, and was facilitated by Professor David Harris. Subjects include the purposes of prison, addressing crime, the criminal legal system and race, and issues surrounding victims and survivors of crime. Domestic violence is a significant concern in the United States. Twenty people per minute are physically abused by an intimate partner (National Coalition Against Domestic Violence, 2020b). In Indiana, 42.5% of women experience intimate partner physical or sexual violence or intimate partner stalking in their lifetimes (National Coalition Against Domestic Violence, 2020a). Perpetrators of domestic violence are often mandated to attend batterer intervention classes. Effective batterer intervention programs are essential to victim safety and decrease the likelihood that the perpetrator will engage in domestic violence behaviors in the future. Tarana Burke initially launched the Me Too movement to cultivate solidarity among sexual assault survivors in 2006, and public appropriations of this effort have resulted in a kairotic moment of accountability in sexual assault cases. Particularly, the 2017 hashtag, #MeToo populates media platforms as the public invokes it to make sense of sexual assault cases, bearing witness to victim-survivors, assigning blame, or disavowing culpability. Challenging legacies of public denial, #MeToo marks a cultural shift in which victim-survivors are not only speaking out, they are also being heard and believed. Motivated in part by Congress’s failure to legislate, presidents in recent years seem to have turned even more to the regulatory process to make major policy. It is perhaps no coincidence that the feld of administrative law has similarly seen a resurgence of scholarship extolling the virtues of democratic accountability in the modern administrative state. The Justice in Policing Act of 2020 propose mandatory body cameras for all uniformed federal officers in the United State. Advocates of this policy insist the practice will enhance police accountability and has the potential to also reduce police misconduct. In March 2022, for the first time in its history, the Securities and Exchange Commission (the “SEC”) proposed rules mandating disclosure related to climate change. The proposed rules are remarkable because heretofore many in the business community, including the SEC, vehemently resisted climate-related disclosure, based primarily on the argument that such disclosure is not material to investors. This resistance is exemplified by the current lack of any SEC disclosure mandates for climate change. Embracing accountability to others for one’s responsibilities within relationships is important for flourishing, yet underexamined. An interdisciplinary team defined the construct of accountability and developed an 11-item single-factor Accountability Scale. In national samples with US census demographic representation (total N = 1257), we conducted psychometric analyses using methods from classical test theory (exploratory and confirmatory factor analyses) and item response theory. The Accountability Scale demonstrated internal consistency, construct validity, test-retest reliability, and incremental validity. Accountability correlated positively with relational variables (agreeableness, empathy) responsibility-oriented variables (conscientiousness, self-regulation), virtues (gratitude, forgiveness, limitations-owning humility), relational repair, perceived meaning presence, and flourishing, inversely with …

While Chapter 9 bankruptcies are not common, when they do occur, they can be disruptive and extremely costly. Scholarly literature on bankruptcy prediction focuses primarily on corporate bankruptcies. Therefore, a gap exists regarding predictors specific to municipal bankruptcies. This non-experimental quantitative study examined the relationship between the financial indicators of those government entities that have declared bankruptcy as compared to financial indicators from similar government entities that have not declared bankruptcy in order to identify possible predictors of bankruptcy. We propose that accountability plays an implicit, important, and relatively unexamined role in psychiatry. People generally think of accountability as a relation in which one party is held accountable by another. In this paper, we examine accountability as a virtue, drawing on philosophy, psychiatry, and psychology to examine what it means to welcome being accountable in an excellent way that promotes flourishing. When people manifest accountability as a virtue, they are both responsive to others they owe a response, and they are responsible for their attitudes and actions in light of these relationships. Despite the complexities involved around the accountability mechanisms of collaborative governance, little is known about how to assess accountability at the network level and disentangle possible accountability deficits. This study first explicates the nature of collaborative governance accountability in contrast to accountability in traditional public administration and market-based governance. The analysis shows how collaborative governance accountability is distinctive: (a) accountability relationships shift from bilateral to multilateral; (b) horizontal as well as vertical accountability relationships are involved; (c) not only formal standards but also informal norms are used; and (d) accountability challenges move from control/audit issues to trust-building and paradox management …

As the institution responsible for exercising the state monopoly on violence within U.S. borders, the legitimacy of policing depends on its accountability through the democratic process. Ideally, police in a democracy are authorized by the voting public to use force in a manner that is limited, justifiable, and clearly in service of the aims of public safety and law enforcement - in other words to prevent the social harms associated with criminal behavior. Public evaluations of the economy are key for understanding how citizens develop policy opinions and monitor government performance. But what drives economic evaluations? In this article, we argue the context in which information about the economy is distributed shapes economic perceptions. In high-quality information environments—where policies are transparent, the media is free, and political opposition is robust—mass perceptions closely track economic conditions. In contrast, compromised information environments provide openings for political manipulation, leading perceptions to deviate from business cycle fluctuations. We test our argument with unique data from eight Latin American countries. Results show restrictions on access to information distort …

This paper examines a state department of education’s (SDE) decision to contract a consultant to “turnaround” schools, per a logic of outsourcing for external expertise. Our ethnographically informed case study explores whose knowledge had the most worth in diagnosing areas for improvement and identifies this case as part of a trend to rent competencies, under a neoliberal guise of efficiency, but at the expense of system capacity or learning.

I explore the ideology of worker empowerment among U.S. anti-sweatshop activists, particularly United Students Against Sweatshops, and its strategic consequences for transnational campaigns. This ideology is central in shaping the movement’s transnational strategy and organization, fostering communication and accountability, particularly to organizations representing sweatshop workers. Such organizational choices, in turn, shape how transnational networks strategize. For example, the anti-sweatshop movement rarely uses the familiar tactic of boycotts, due to opposition from workers. The more empowered sweatshop workers in such networks, the more informed decisions their allies can make, and the more strategically effective the movement can be.

Student loan servicers play a critical and underappreciated role in federal student loan programs. The federal government contracts out to servicers an array of many of the most critical functions related to student loan repayment, including account management, payment processing, and the provision of information about payment plans and solutions for distressed borrowers. Anti-corruption, transparency and accountability measures are often missing from efforts to promote universal health coverage. Yet, if unchecked, corruption represents a significant drain on domestic health resource and a major barrier to achieving universal health coverage and the sustainable development goals. The World Health Organization is promoting a coordinated public health approach to anti-corruption, transparency and accountability, working with global partners to create new internal control and assurance models, increase monitoring and evaluation; develop capacity for multiple stakeholders to address corruption; and strengthen normative guidance to integrate anti-corruption, transparency and accountability into WHO’s work on health systems strengthening. Apology and restitution each represents wrongdoers’ accountable repair responses that have promoted victims’ self-reported empathy and forgiveness in crime scenario research. The current study measured emotional and stress-related dependent variables including physiological measures, to illuminate the links between predictors of forgiveness and health-relevant side effects. Specifically, we tested the independent and interactive effects of apology and restitution on forgiveness, emotion self-reports, and facial responses, as well as cardiac measures associated with stress in 32 males and 29 females. Apology and restitution each independently increased empathy, forgiveness, gratitude, and positive emotions, while reducing unforgiveness, negative emotion, and muscle activity above the …

The purpose of this study is to investigate policy coalitions of the Every Student Succeeds Act (ESSA) at U.S. congressional hearings. This study is grounded in the advocacy coalition framework, which argues that advocacy coalitions are forged by policy actors who have similar policy preferences. To identify the coalitions, according to the policy claims articulated by policy actors, discourse network analysis was performed to examine 30 testimonies in the congressional hearings on ESSA since its passage in 2015. And Still They Rise is the first systematic analysis of alternative transfer schools in New York City – alternative educational spaces that keep their doors open to a range of students who seek an education despite past academic struggles. The report blends a qualitative and quantitative review of 842 students’ responses to a participatory survey that asked about goals, desires, obstacles, and what they found at transfer schools. Reluctance to talk about corruption is an important barrier to action. Yet the stakes of not addressing corruption in the health sector are higher than ever. Corruption includes wrongdoing by individuals, but it is also a problem of weak institutions captured by political interests, and underfunded, unreliable administrative systems and healthcare delivery models. We urgently need to focus on corruption as a health systems problem. In addition to supporting research to better understand the context and implications of corruption in health systems, this article suggests actions that public health professionals can do now to fight corruption.
