Objective
Clinician turnover is a major concern as mental health systems and organizations invest substantial resources in the implementation of evidence-based practice (EBP). In this study, we identify malleable factors associated with reduced clinician turnover during a systemwide EBP implementation initiative. Specifically, we examine how proficient organizational culture (i.e., norms and behavioral expectations that clinicians prioritize improvement in client well-being and exhibit competence in up-to-date treatment practices), EBP implementation climate (i.e., perceptions that the organization’s policies, procedures, and practices support EBP use), and change in these organizational characteristics relate to clinician turnover during a system-wide EBP transformation.

BACKGROUND: A key step for increasing the employment outcomes of job seekers with disabilities includes ensuring that employment consultants who assist them have the tools to succeed, including feedback about how they are performing. OBJECTIVE: Supporting employment consultants in their work with job seekers by providing feedback about the implementation of the support strategies recommended in the literature. METHODS: Sixty-one employment consultants completed a daily survey for one year, on their smartphones. The American Recovery and Reinvestment Act waived Supplemental Nutrition Assistance Program (SNAP) work requirements nationally in 2010 and broadened the eligibility for receiving waivers in subsequent years for Able-Bodied Adults without Dependents (ABAWD). From 2011 to 2016, many states voluntarily imposed work requirements, while other areas became ineligible for waivers because of improved economic conditions. Did the work requirements increase employment as intended, or did the policy merely remove food assistance for ABAWD who—despite an improving economy—still could not find employment? Mine action comprises a set of activities aimed at reducing the risks from landmines, cluster munitions and other explosive remnants of war. By returning safe land, housing and infrastructure to people and assisting victims, it restores livelihoods, re-establishes an environment for communities to live, work and thrive in, and accelerates development. Mine action never occurs in a vacuum; it takes place in social and cultural contexts where different gendered power relations exist and therefore does not automatically benefit women, girls, boys and men from different backgrounds to the same degree. This brief summarizes data collected from key informants in Maryland about the state’s efforts to support integrated employment for people with intellectual and developmental disabilities (IDD). It highlights features that contribute to the effectiveness of Maryland’s collaborative structures that have resulted in the state’s success in achieving integrated employment outcomes for individuals with IDD across three state systems: IDD, vocational rehabilitation (VR), and education. Presentation of these features is organized by the seven elements of the Higher-Performing States Employment Framework. Labor Market Effects Of U.S. Sick Pay Mandates, Stefan Pichler, Nicolas R. Ziebarth

This paper exploits temporal and spatial variation in the implementation of nine-city- and four state-level U.S. sick pay mandates to assess their labor market consequences. We use the synthetic control group method and traditional difference-in-differences models along with the Quarterly Census of Employment and Wages to estimate the causal effects of mandated sick pay on employment and wages. We do not find much evidence that employment or wages were significantly affected by the mandates that typically allow employees to earn one hour of paid sick leave per work week, up to seven days per year. This brief is the second in a series focusing on Employment First implementation as it relates to one of the seven elements within the High-Performing States in Integrated Employment model. It looks at the interagency collaboration and partnership element in depth. Interagency partnership and collaboration includes interagency agreements and relationships, provider collaboration, and outreach to stakeholders to ensure that integrated employment is a shared goal.

Since the introduction of supported employment in the Developmental Disabilities Act of 1984 and the Rehabilitation Act Amendments of 1986, there has been continued development and refinement of best practices in employment services and supports. Progress includes creative outcomes for individuals with significant support needs including customized jobs and self-employment, community rehabilitation providers that have shifted emphasis to integrated employment, and states that have made a substantial investment in Employment First policy and strategy. Purpose: Recent policy changes expanding community employment for people with intellectual/developmental disabilities (IDD) and awareness of the important role of family members as facilitators of these opportunities motivated this scoping review of the literature on family engagement with the IDD service system.

The use of incentive packages has intensified as local governments compete for new plants and corporate relocations, and as private firms increasingly demand a deal. While incentives promise jobs and tax revenue, scholars and practitioners criticize their high cost and limited accountability. Through a comparison of matched establishments, this paper explores how governmental incentive-granting strategy impacts incentive performance. We examine the overall impact of incentives and whether incentives granted to smaller firms perform better. Using economic development budget data, we also assess the state’s overall approach to economic development to determine which strategies are prioritized through funding. By showing that …

Research shows that families are essential in the employment process for people with intellectual and developmental disabilities (IDD). Frequently, however, messages they receive about employment are conflicting and can vary between service systems, often due to a lack of coordination across these systems. These conflicting messages can frustrate families and negatively affect their employment expectations and their efforts to support employment outcomes. The present study examines how a well-planned and individualized engagement strategy could improve families’ expectations about employment for their family member with IDD, and how those improved expectations impact the employment planning process. With increasing globalization, more people are moving across borders and between countries than ever before. Immigrants often come to the United States to create better lives for themselves and take advantage of the opportunities available. Yet for skilled immigrants this is often an idealistic goal, since there are many barriers to employment that prevent these individuals from working in their professional fields. Through a mixed methods approach encompassing case studies from literature, original survey data, and insights drawn from interviews and discussions, this thesis investigates the different barriers to employment for foreign-born workers in Maine, and provides recommendations for addressing …

Analysis to describe the relationship between state employment system characteristics and employment outcomes for individuals with intellectual and developmental disabilities (IDD).
Why?
To better understand higher-performing state employment systems.
How?
Researchers included individual indicators from 2013 for each state from its IDD and vocational rehabilitation (VR) agencies. We also used American Community Survey data that looked at employment outcomes and education for individuals with cognitive disability between the ages of 22 to 30, i.e. individuals who recently aged out of eligibility for services under IDEA. The resulting composite indicator (CI) represents overall state employment system performance.

Interviews with 16 employment consultants-triangulated with job seekers, family members, and supervisors-revealed a model of employment supports aligned with the elements described in the literature, although with an added emphasis on (a) building trust as a key element starting from day one; (b) a circular process converging on the job match; (c) and flexible intensity of supports. The model can be used for improving clarity in communication with employment consultants about effective employment support practices for assisting job seekers with intellectual and developmental disabilities.

The days when Tolstoy opened Anna Karenina with ‘Happy families are all alike; every unhappy family is unhappy in its own way’, to reect a dominant discourse on the nuclear family as the singular form of happiness and wellbeing, are long gone. Alongside the second demographic transition – women gaining economic independence and better control over their fertility, improvements in gender equality and changing norms on family and gender – a diversity of family forms emerged. In FY2016, an estimated 638,568 individuals received day or employment supports from state IDD program agencies. This number grew from 455,824 in FY1999. The estimated number of individuals in integrated employment services increased from 108,227 in FY1999 to 120,244 in FY2016. Despite the trend to terminate facility-based services in some states, the overall state investment continues to emphasize non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facility-based and non-work settings between FY2008 and FY2016.

Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

The challenge of employment in the Indian economy, especially after it growth acceleration since the mid-1980s, relates to its quality rather than its quantity. While employment growth has kept pace with the labour force over the long run, what has grown is informal employment. The coexistence of rapid capital accumulation, robust output growth and lack of growth of formal employment can be understood using the well-known Harris-Todaro model of a dual economy.
