Beginning in 2011, there have been several policy changes directly affecting the management, preservation, and accessibility of publically-funded research and resulting research data in the United States. In January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. On February 22, 2013, the Office of Science and Technology Policy of the President of the United States extended a similar requirement to all federal agencies who have a research and development budget of more than $100 million. For Illinois State University, we decided to digitize these items to make them more accessible to our out-of-town alumni and researchers. Digitizing these materials was a huge accomplishment for the department and helped us achieve our goal of gaining a larger web presence with our patrons. But where do we go from here? This report is the second in a series of companion papers describing the effects of atmospheric light scattering in observations of atmospheric carbon dioxide (CO2) by the Greenhouse gases Observing SATellite (GOSAT), in orbit since 23 January 2009. Here we summarize the retrievals from six previously published algorithms; retrieving column-averaged dry air mole fractions of CO2 (XCO2) during 22 months of operation of GOSAT from June 2009. First, we compare data products from each algorithm with ground-based remote sensing observations by Total Carbon Column Observing Network (TCCON). This paper describes the initial results from the Data Information Literacy (DIL) project designed to identify the educational needs of graduate students across a variety of science disciplines and respond with effective educational interventions to meet those needs. The DIL project consists of five teams in disparate disciplines from four academic institutions in the United States. The project teams include a data librarian, a subject-specialist librarian, and a faculty member representing a disciplinary group of students. Interviews of the students and faculty members present a detailed snapshot of graduate student needs in data management education. Following our study, educational programs …

Are Low-Skill Public Sector Workers Really Overpaid? A Quasi-Differenced Panel Data Analysis, Peter Siminski

Public–private sectoral wage differentials have been studied extensively using quantile regression techniques. These typically find large public sector premiums at the bottom of the wage distribution. This may imply that low skill workers are ‘overpaid’, prompting concerns over efficiency. We note several other potential explanations for this result and explicitly test whether the premium varies with skill, using Australian data. We use a quasi-differenced Generalized Method of Moments (GMM) panel data model which has not been previously applied to this topic, internationally. Unlike other available methods, this technique identifies sectoral differences in returns to unobserved skill. It also facilitates a …

A well-designed sampling plan can greatly enhance the information that can be produced from a survey. Once a broad sample design is identified, specific design parameters such as sample sizes and selection probabilities need to be chosen. This is typically achieved using an optimal sample design, which minimizes the variance of a key statistic or statistics, expressed as a function of design parameters and population characteristics, subject to a cost constraint. Broadcast is a fundamental operation in wireless networks. To this end, many past studies have studied the NP-hard, broadcast problem for always-on multi-hop networks. However, in wireless sensor networks, nodes are powered by batteries, meaning, they have finite energy. Consequently, nodes are required to have a low duty cycle, whereby they switch between active and sleep state periodically. This means that a transmission from a node may not reach all of its neighbors simultaneously. This paper proposes per-subcarrier transmit antenna subset selection with power balancing for MIMO-OFDM UWB systems to simultaneously improve the system error performance and increase data rates. The deployment of the per-subcarrier antenna subset selection may result in a power unbalance across antennas, which could cause power amplifiers (PAs) to operate in their non-linear regions. Lake El'gygytgyn, located in the Far East Rus- sian Arctic, was formed by a meteorite impact about 3.58 Ma ago. In 2009, the International Continental Scientific Drilling Program (ICDP) at Lake El'gygytgyn obtained a continu- ous sediment sequence of the lacustrine deposits and the up- per part of the impact breccia. Here, we present grain-size data of the past 2.6 Ma. General downcore grain-size varia- tions yield coarser sediments during warm periods and finer ones during cold periods. The Vicious Cycle: Fundraising And Perceived Viability In U.S. Presidential Primaries, Cameron A. Shelton, James J. Feigenbaum

Scholars of presidential primaries have long posited a dynamic positive feedback loop between fundraising and electoral success. Yet existing work on both directions of this feedback remains inconclusive and is often explicitly cross-sectional, ignoring the dynamic aspect of the hypothesis. Pairing high-frequency FEC data on contributions and expenditures with Iowa Electronic Markets data on perceived probability of victory, we examine the bidirectional feedback between contributions and viability. We find robust, significant positive feedback in both directions. This might suggest multiple equilibria: a candidate initially anointed as the front-runner able to sustain such status solely by the fundraising advantage conferred despite …

The Institute of Museum and Library Services funded a two-year project for five teams (each made up of two librarians, one of whom specialized in data services, and a faculty researcher) from four institutions (Purdue University, University of Oregon, University of Minnesota, and Cornell University) to examine the data information literacy needs of graduate student researchers. After identifying the needs of their audience each team developed a tailored approach to bring instruction to their respective graduate students. Random effects models for hierarchically dependent data, e.g. clustered data, are widely used. A popular bootstrap method for such data is the parametric bootstrap based on the same random effects model as that used in inference. However, it is hard to justify this type of bootstrap when this model is known to be an approximation. Classical approaches for analyzing reverse transcription quantitative polymerase chain reaction (RT-qPCR) data commonly require normalization before assessing differential expression (DE). Normalization often has a substantial effect on the interpretation and validity of the subsequent analysis steps, but at the same time it causes a reduction in variance and introduces dependence among the normalized outcomes. These effects can be substantial, however, they are typically ignored. Most normalization techniques and methods for DE focus on mean expression and are sensitive to outliers. This article investigates the effect of three uncertain parameters on a model of conjugated polymer actuators. These uncertain parameters are the diffusion coefficient (D), the resistance (R), and the double-layer WKLFNQHVV / 7KH PRGHO VHQVLWLvity to these parameters is analyzed and a parameter estimation study is performed using artificially generated data as well as laboratory yielded experimental measurements. Many models involving combination of multiple Weibull distributions, modification of Weibull distribution or extension of its modified ones, etc. have been developed to model a given set of failure data. The application of these models to modeling a given data set can be based on plotting the data on Weibull probability paper (WPP).
