This document reviews the strengths, weaknesses, opportunities, and threats of wayfinding within the Boise and downtown areas. This project was done in coordination with the City of Boise Parks & Recreation (Boise P&R) Department as an in-class Service Learning component of the Community and Regional Planning course “CRP 503 Plan Making and Implementation” at Boise State University.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

A Low-Carbon Energy Blueprint for the American West (Martz Summer Conference, June 6-8)

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Case Study: University At Albany Develops A Guide To Examine Commuting Behavior And Patterns, Catherine T. Lawson, Mary Ellen Mallia, Chris Franklin, Benjamin Fischer, David Hogenkamp, Matt Ryan

The University at Albany conducted an examination of campus commuting patterns and behaviors over an eighteen month period. The components included a review of existing options, the development of GIS maps indicating origin points of commutes, a survey of campus perceptions of barriers to using alternative transportation and on-time tracking of mass transit offerings. The study revealed that the success of alternative transportation is hindered by limitations in bus routes and frequency in scheduling, the need for commuters to make additional trips outside their commute route and a distrust of bus reliability.

In testimony to the Senate Health, Education, Labor and Pensions Committee, Billy Altom, Executive Director of the Association of Programs for Rural Independent Living (APRIL) stated, "the lack of available, affordable, and accessible transportation is one of the most significant and persistent problems faced by people with disabilities...This is especially true in rural America." With respect to cross-border passenger travel at Blaine, Washington (the I-5 corridor), two things were evident in the aftermath of 9/11—the volume of travel dropped dramatically, and the at-booth inspection process became more time-consuming. The combined effect was that wait-times remained roughly comparable to what existed pre-9/11, despite traffic volumes that were 25 percent lower. The constant worry, though, was “How will we cope when traffic volumes climb?” For eight years regional stakeholders pursued initiatives intended to reduce wait-times, even as traffic volumes languished at an average volume of about 215,000 cars per month. On February 4, 2011, President Obama and Prime Minister Harper issued the "Beyond the Border" (BTB) Declaration, announcing a new initiative regarding management of the Canada – US border. The Declaration contemplated the creation of an Action Plan, which was released on December 7, 2011. The goal of this seminar was to examine the Action Plan and assess its implications and impact on Canada-US border management going forward.

A multi-year effort has been underway to improve the mobility of trucks traveling southbound through the Pacific Highway border crossing in Blaine, Washington. The effort grew out of CVO (commercial vehicle operations) studies undertaken by the Whatcom Council of Governments (WCOG) in collaboration with the Border Policy Research Institute (BPRI). The impetus for the studies was the truck congestion and delay evidenced at Pacific Highway in the mid 2000s.

This study is the latest in a series of studies examining issues with and possible enhancements to the FAST program at the Pacific Highway Crossing (PHC) in Blaine, WA. The FAST, or Free and Secure Trade program (USCBP, 2005), was designed to increase the security of commercial freight crossing the Canada – U.S. border. To qualify for FAST, carriers, drivers, and shippers are required to follow certain security procedures which aim to enhance the safety and security of supply chains. In the "model" configuration, FAST-qualified trucks are then allowed to use a dedicated approach lane and inspection booth, thus minimizing …

Access to private transport is a critical component of the modern industrialized world but it is also recognized as a major source of carbon dioxide emissions, one of the global warming gases contributing to climate change. This paper looks at increased use of subcompact cars as a key component in developing a sustainable transport policy. These cars benefit the environment by emitting reduced levels of carbon emissions due to their smaller engines.
