Best Practices for Community and Environmental Protection (October 14)

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Using Video Clips To Teach Creative Destruction, Arthur M. Diamond Jr.

Stories are memorable and convincing. One way to efficiently tell stories is through movie and video clips. I summarize several video clips that may be useful in teaching aspects of Schumpeter’s important theory of creative destruction. Among the clips discussed are: Hugh Laurie’s Protest Song, electric light segment from a documentary on the 1898 Trans-Mississippi Exposition, eBay Toy Boat Ad, Miss Princess Fun Brick Ad, Moscow toilet paper queue scene, the New York coffee aisle scene from Moscow on the Hudson, and Peck and DeVito’s speeches from Other People’s Money.

A novel effort to reinvent the innovation ecology of the Charlotte region is described. The methods and approaches are particularly relevant for restarting both local and global economies. Addressing requirements for faster innovation and more diverse innovation cycles, the research enterprise of the University of North Carolina at Charlotte, the Charlotte Research Institute, the University Research Park, and a diverse collection of partners are working together to recast university research models and research park paradigms. This book chapter reviews the influence on economic thought about instrument choice and its influence upon United States climate change policy. It shows that the theory of instrument choice made a positive contribution to the United States policy arsenal by emphasizing the cost effectiveness advantages of emissions trading. But because of an ideological climate uncritically supportive of free markets prevailed during the period of U.S. failure to address climate change, the United States favored overly broad trading programs, both in terms of geography and scope. The term 'social innovation' has come into common parlance in recent years. Some analysts consider social innovation no more than a buzz word or passing fad that is too vague to be usefully applied to academic scholarship. Some social scientists, however, see significant value in the concept of social innovation because it identifies a critical type of innovation. In this paper, we suggest one possible definition of social innovation and show that when its empirical meaning is distilled, the term is of great importance. Conceptual models of regional innovation systems have prompted major government initiatives in Europe and North America to assess and to promote local innovation and learning capabilities. In Australia, by contrast, local governments and other local organizations concerned with economic and social development are faltering. Lacking is (1) a conceptual understanding of local knowledge and innovation networks; (2) data on local innovation actors and activities; and (3) clarity on the most effective ways for municipal and regional government to 'construct advantage' in a federal system. Intellectual property rights are often justified by utilitarian theory. However, recent scholarship suggests that creativity thrives in some industries in the absence of intellectual property protection. These industries might be called IP's negative spaces. One such industry that has received little scholarly attention is the typeface industry. This industry has recently digitized. Its adoption of digital processes has altered its market structure in ways that necessitate reconsideration of its IP negative status, with particular emphasis on copyright. Communities of Practice (CoPs) have become a widely used method to enhance knowledge management, knowledge transfer, innovation and learning in large, complex organizations.
