Educational Spending: Kentucky Vs. Other States, William Hoyt, Christopher Jepsen, Kenneth R. Troske Dec 2008

Educational Spending: Kentucky Vs. Other States, William Hoyt, Christopher Jepsen, Kenneth R. Troske

CBER Research Report

Excerpts from the executive summary:

The passage of the Kentucky Educational Reform Act (KERA) in 1990 had a dramatic impact on the funding of primary and secondary education in the state. The amount of money spent on education increased significantly with the passage of KERA with districts in rural areas of the state experiencing the largest growth in spending (Hoyt, 1999). This has led to a decline in the disparity between rural and urban districts in education spending. However, despite the increase in educational spending, Kentucky still lags behind the typical state in the U.S. in spending per student (Troske, …

Artificial Transitive Fatty Acid (Tfa) Ban In Restaurants In Us Cities: Nyc-Doh Tfa Ban As A Model For Proactive Public Health Policy, Vidia S. Ramdeen

Master in Public Administration Theses

Today, restaurants, including all eateries that operate within New York City, as well as restaurants across the country, regularly use a rather large amount of an artery-clogging agent, commonly found within their vital ingredients. Artificial transitive fatty acid, or trans-fat as known to the consumer, is the target of the NYC Board of Health and Mental Hygiene, medical experts, and health conscious consumers, for permanent removal from all NYC restaurant menus by July 2008. Specifically, the NYC health code now requires that all establishments holding a NYC Health Department permit, including all restaurants, caterers, stationary hot and cold vendors, and …

Comparing Net And Eri Standardized Exam Scores Between Baccaulureate Graduates Who Pass Or Fail The Nclex-Rn, Mary D. Bondmass, Sheniz Moonie, Susan Kowalski

Environmental & Occupational Health Faculty Publications

In the United States, nursing programs are commonly evaluated by their graduates success on the National Council Licensure Examination for Registered Nurses (NCLEX-RN). The purpose of this paper is to describe a change in NCLEX-RN success rates following the addition of standardized exams throughout our program's curriculum, and to compare these exam scores between graduates who pass NCLEX-RN and those who do not. Our results indicate an 8.5% change (p < 0.000) in the NCLEX-RN pass rate from our previous 5-year mean pass rate, and significant differences in standardized test scores for those who pass the NCLEX-RN compared to those who do not (p < 0.03). We conclude that our selected standardized exam scores are able to significantly identify graduates who are more likely to pass NCLEX-RN than not.

The U.S. Intra-Industry Trade With Caribbean Countries, E. M. Ekanayake, John R. Ledgerwood Jan 2008

The U.S. Intra-Industry Trade With Caribbean Countries, E. M. Ekanayake, John R. Ledgerwood

Publications

This paper aims to measure the level of intra-industry trade with special focus on vertical and horizontal intra-industry trade (IIT) in United State's foreign trade with Caribbean countries. One of the main findings is that the observed increase in intra-industry trade between the United States and Caribbean is almost entirely due to two-way trade in vertical differentiation. The second important finding is that the level of per capita income, trade intensity, product differentiation, industry size, and product quality differences are found to affect the shares of all three types of IIT positively.

Alumnos Transnacionales: Las Escuelas Mexicanas Frente A La Globalización, Víctor Zúñiga, Edmund T. Hamann, Juan Sánchez García

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Counter to the expectations that Mexico-U.S. migration is one-way, adult, and from Mexico to the United States, this Spanish-language book includes nine chapters describing various facets of the lives and educational circumstances of students encountered in Mexican schools who have previously attended U.S. schools. Data were derived from written questionnaires from a sample of more than 24,000 students in the Mexican states of Zacatecas and Nuevo León, of whom 632 had U.S. school experience and/or a U.S. birthplace and thereby American citizenship, and from more than 125 interviews with transnational students and their teachers. This study variously considers transnational students' …

Foreword: Making Sense Of Information For Environmental Protection, James Salzman, Douglas A. Kysar

Faculty Scholarship

Despite the ubiquity of information, no one has proposed calling the present era the Knowledge Age. Knowledge depends not only on access to reliable information, but also on sound judgment regarding which information to access and how to situate that information in relation to the values and purposes that comprise the individual's or the social group's larger projects. This is certainly the case for wise and effective environmental governance. A regulator needs accurate information to understand the nature of a problem and the consequences of potential responses. Likewise, the regulated community needs information to decide how best to comply with …

White Cartels, The Civil Rights Act Of 1866, And The History Of Jones V. Alfred H. Mayer Co., Darrell A. H. Miller

Faculty Scholarship

In 2008, Jones v. Alfred H. Mayer Co. turned forty. In Jones, the U.S. Supreme Court held for the first time that Congress can use its enforcement power under the Thirteenth Amendment, which abolished slavery, to prohibit private racial discrimination in the sale of property. Jones temporarily awoke the Thirteenth Amendment and its enforcement legislation--the Civil Rights Act of 1866--from a century-long slumber. Moreover, it recognized an economic reality: racial discrimination by private actors can be as debilitating as racial discrimination by public actors. In doing so, Jones veered away from three decades of civil rights doctrine--a doctrine that had …

The American Hegemonic Responses To The U.S.-China Mid-Air Plane Collision, Dexin Tian, Chin-Chung Chao

Communication Faculty Publications

This paper examines the major documents of the American side concerning the U.S.- China mid-air plane collision incident, which occurred April 1, 2001. Through the hegemonic theoretical lens of Robert Cox’s frame of action and via the research method of hermeneutics of the selected rhetorical artifacts, we aim to shed light on the understanding of the incident and provide insightful implications for handling similar international conflicts in the future. Our findings indicate that the United States has preserved the most resourceful material capabilities and established all the necessary human institutions to implement its shared notion of American hegemony all over …
