This paper has three primary goals. First, we provide an overview on some foundational concepts – “peer-production,” “user-centric innovation,” “crowdsourcing,” “task granularity,” and yes, open source and open content – for they are key elements of Internet-based collaboration we see today. Second, through this discussion on foundational concepts, we hope to make it clear why people interested in collaborative public management and administration should care about open source and open source-like collaboration. The rule of law depends on a working separation of powers and transparency and accountability in government. If information is power, the ability of one branch of government to control information represents the ability to control federal legislation, policy, and decision-making. The Framers of the United States Constitution developed the Madisonian model of separated powers and functions, and a system of checks and balances to maintain those separations, with this in mind. History has shown a progressive shift of the power to control information toward the executive branch and away from the Legislature. We seek to explain the differences in fertility rates across high-income countries by focusing on the interaction between the increasing status of women in the workforce and their status in the household, particularly with regards to child care and home production. We observe three distinct phases in women's status generated by the gradual increase in women's workforce opportunities. In the earliest phase, characteristic of the 1950s and 1960s in the United States, women earn low wages relative to men and are expected to shoulder all of the child care at home. Domestic private enterprises have dramatically re-emerged in China's unique transition from a planned to a market-oriented economy, where the private sector plays an increasingly important role. Over the last quarter of a century, there has been a decline in 'red-hat' enterprises and an increased dominance of family businesses among private enterprises.This paper employs the concept of trust, which stems from traditional culture and comprises two important components (government and family), to investigate the changing patterns of corporate governance.
