The lobbying of government by various interests is regarded as central to the democratic process. Deliberative democratic theorists tell us that the regulation of lobbying has a positive effect on political systems, and the behaviour of those within them. Yet, only a small number of democracies have implemented legislation regulating lobbyists’ activities. Even within these countries, certain jurisdictions still have not enacted lobbying regulations. Here we examine the attitudes of actors in these unregulated provinces, states and institutions towards the idea of lobbying legislation. Here we argue that the relationship between the main Irish political parties and the trade unions, in the 1970s, was largely based upon political imperatives, with an economic subtext. The absence of strong ideological difference between the two largest Irish political parties meant they were willing to deal with the trade union moment in a somewhat similar fashion. At the start of the 1970s, the Fianna Fail government prodded the ICTU into a “voluntary” national wage agreement. This agreement was regarded as a means of stabilising the economy, attracting foreign investment, and improving Fianna Fail’s image with the electorate. While …

Critical Junctures? Privatization Policy In Brazil And Argentina At The Start Of The Century, John Hogan

This paper uses the critical junctures framework developed by Hogan and Doyle (2007) to determine if there were critical junctures in privatization policy in Brazil and Argentina at the start of the 21st century. The framework constitutes a rigorous approach to the identification of crisis, ideational change, and policy change. It is used to examine the economic disasters in Brazil in 1999 and Argentina in 2001. Previously, we would have had to wait decades before making such an assessment, as there were few tools with which to identify critical junctures, and these were usually only effective long after the event.

Contemporary publications in international human resource management call for the pluralisation of international assignees beyond the widely described expatriate. This paper presents an under-explored category of international assignees: highly educated, non French, Western (first world) individuals who reside indefinitely in the South of France, maintaining their professional careers while resident in the host country. A sample of over thirty individuals meeting these criteria was interviewed in France in depth over a three year period. This presentation begins with a review of the overall funding structure for early childhood education and care in Ireland. It moves on to look in detail at the impact of the changes to the social inclusion funding measures. Ireland’s experience of the transition from public service broadcasting to public service media has gathered pace within the last year with new legislative arrangements for media regulation, the awarding of digital terrestrial television licences and renewed attempts to introduce digital radio broadcasting on the DAB platform. This study supplements existing contemporary research on knowledge workers. It takes an interpretivist approach to represent and analyse a new breed and under-researched sub-category of international assignee termed ‘bounded transnationals’ by the author. In the context of this paper these can be simply described as internationally-located knowledge professionals. This sample has committed to living indefinitely in the host country as foreign residents where they are employed under local country contracts of employment. The paper explores how the sample perceives and makes sense of careers in the context of globalisation and change.

The area under investigation was the phenomenon of criminological behaviour occurring on Dublin Bus Routes. Research questions were based around: 1) what anti-social behaviour is occurring on buses, 2) when is this behaviour occurring, 3) who is perpetrating this behaviour and 4) how is anti-social behaviour on buses being tackled? Two problematic bus routes and one control route were selected based on geographic spread and the comparative ratio of criminal incidents involved (the 78A, 77 and the control case: 46A). This study had three aims: to determine the prevalence of the risk-factors for contracting HPV (the Human Papillomavirus) and developing cervical cancer among young women; to establish if there are any links between the presence of these risk-factors, attendance for cervical screening and abnormal cervical screening results; and to ascertain the key barriers to the prevention of cervical cancer. The risk-factors were identified from literature as being sexually active at a young age, having increasing numbers of sexual partners for females and their partners, having had a sexually transmitted infection/disease (STI), smoking and long-term use of the oral contraceptive pill. …

This thesis is an examination of the policy process employed in the introduction of organised crime to the Irish Statute Book. Part 7 of the Criminal Justice Act 2006 creates, for the first time in Irish criminal law, specific organised crime offences. This thesis examines the different definitions of organised crime that have been proffered by various academics since the 1960s and highlights the difficulties that exist in coining an all-encompassing yet specific definition for the phenomenon. The methods by which Part 7 of the Criminal Justice Act 2006 became law are also scrutinised. The views of various interest groups …

Over the past ten years, the concept of risk has moved to centre stage in criminological spheres. Risk assessment and the concern for effective management of offenders while safe guarding public safety has become a core issue for criminal justice agencies. This research focuses on risk assessment and probation practice in Ireland. In particular, the attitudes of practicing basic grade probation officers' working on adult community teams in Dublin are examined to gain insight into the complexities experienced by probation officers. The substantive aim of this study was to examine the adaptation of young-adult‟s to college life in Ireland today. The study also assessed the participant‟s levels of individuation-attachment and its consequences for college adjustment. A number of personal variables were examined in relation to both the participants‟ college adjustment and individuation-attachment, with gender being of significant interest. Data were collected from a sample of 125 (78 females and 47 males) first-year college students attending a number of Dublin based institutions. In Ireland, early childhood learning and the role of play in children’s lives is receiving unprecedented recognition in national policy documents (Ireland, 1999c, 1999a, 1999b, 2000, 2004, N.C.C.A., 2004, C.E.C.D.E., 2006b). This thesis links learning and play and proposes to contribute to our understanding of both. The purpose of the research is to explicate the significant processes and outcomes of children’s participation in sociodramatic play. When the issue of a lockout in Dublin comes up for discussion, invariably, the Great Lockout of 1913 springs to mind. This event, in both its scale 4 and scope, has tended to crowd out the examination of all other lockouts that occurred in the city in the early years of the 20th century. Beside the Great Lockout contemporary industrial disputes have tended to pale in comparison. In recent years, research on the subject of child sexual abuse disclosures has seen an increase in the use of qualitative methods to explore individual experiences, reflecting an emphasis on understanding diversity rather than typicality. This research study builds on previous work that viewed disclosure as a process that occurs over time, influenced by both anticipated reactions and actual reactions that in turn influence future decisions about disclosing. This paper details a process of creating an emotional speech corpus by collecting natural emotional speech assets, analysisng and tagging them (for certain acoustic and linguistic features) and annotating them within an on-line database. The definition of specific metadata for use with an emotional speech corpus is crucial, in that poorly (or inaccurately) annotated assets are of little use in analysis. This problem is compounded by the lack of standardisation for speech corpora, particularly in relation to emotion content. The digitalisation of radio broadcasting has a long history and as a project has been under active consideration for at least 25 years. A number of different technical approaches to digital radio exist, the longest established of which is the so-called Eureka-147 or DAB (Digital Audio Broadcasting) system. This paper explores the ‘technological imaginary’ of DAB and its distinctly ‘European’ vision for new media and the future of broadcasting. It examines its origins in European R&D policy of the 1980s, and its affinity with European broadcasting practice, particularly within a public service tradition. This paper is founded on a qualitative PhD study researching the careers of individuals who live outside their home country on a potentially permanent basis in the South of France. It interprets the careers of the females in the sample, and the findings highlight both the personal nature of careers and the permeable career/life boundary with the females ‘morphing’ their careers over time, as circumstances dictate and opportunities facilitate. The phenomenon of ‘morphing careers’ is identified in the literature as the protean career. Digital radio has been in development for over 25 years and yet is no nearer a point of successful adoption. This paper explores the emergence of contrasting European and American approaches to digital radio. The most established of these, Eureka-147 or Digital Audio Broadcasting (DAB), which originated in Europe, is contrasted with the so-called IBOC or /HD Radio approach, as alternative collective conceptualizations of how technology can bridge contemporary broadcasting practice to an ̳imagined‘ digital future.
