This report presents the findings and recommendations of the Joint Evaluation of the Mine Action Sector in Cambodia to the Royal Cambodian Government and the donor Technical Working Group on Mine Action. The objectives of this evaluation are to provide an independent assessment of the achievements and challenges of the mine action sector in Cambodia; to present strategic recommendations for the orientation of future donor support to the sector, taking into account the need to strengthen the linkages between the mine action sector and national development plans and programmes; and to provide a common basis for a renewed donor-government partnership …

Two decades of war in Sri Lanka have given rise to the problem of landmines and unexploded ordnances threatening the lives of civilians in the Northeast.

The United Nations and government of Sri Lanka initiated a mine action programme, which includes a Mine Risk Education Programme. Supported by UNICEF, it has been implemented since 1997 in the Jaffna District and Vanni region in close co-ordination with UNDP. Today, MRE has reached a professional standard, using tried and tested tools to promote mine-safe behaviour.

This formative evaluation study assesses the effect of MRE on the beneficiary communities. Field research was carried …

Animal Model Research: The Apples And Oranges Quandary, Kenneth J. Shapiro

In this paper, I explore the premises underlying the problem of the evaluation of animal models. I argue that the presence of similarities and differences between the model and the modelled, although historically and currently a dominant antinomy framing evaluation, is not a bottom-line consideration. What is critical is 1) whether we learn and 2) whether we improve treatment through the animal model research. Similarity between model and modelled and the closely related concept of validity are not coterminus with these critical evaluative measures. In the latter part of the 20th century evidence was accumulating about the effectiveness of various intervention programmes for young children in disadvantaged families. Some small-scale interventions were evaluated by randomised control trials as in the case of the Abecedarian project (Ramey et al., 2000), the High/ Scope Perry Preschool Project (Schweinhart, Barnes, & Weikart, 1993) and evaluations of home visiting (e.g. Olds, 1997). Others were evaluated by quasi-experimental methods as with the large-scale Head Start project (e.g. Barnett, 1995; Kresh, 1998). Sure Start is the Government's programme to support children, families and communities through the integration of early education, childcare, health and family support. Sure Start local programmes are one element of this, based in areas of disadvantage, whose aim is to improve the health and well being of young children under 4 and their families, so that children have a greater opportunity to flourish when they start school. During the past decade there have been major developments in the way that research investments have been monitored and evaluated. While there are differences in the ways governments fund research around the world, and a diversity of approaches to evaluation, there are a number of common themes that can be observed in national experiences. As the importance of evaluation increases, the gap between current practice and best practice becomes more significant, and the need for comparative study and methods development grows.
