For almost ten years, Dr. John Moeser, Senior Fellow of the Bonner Center for Civic Engagement, has been analyzing U.S. Census data to track poverty trends among the localities of metropolitan Richmond. He started this project to inform the public about the growth of impoverishment and its effect on every aspect of urban life. Cities are never blank slates. Every urban ranking and rating begs acknowledgement of lasting cultural legacies and histories. It is essential that any quantitative assessment not stand outside of context.
