In the Spring 2002, the Units of the Department of Technical Services conducted a review of mission, goals, objectives, priorities and workload. The Units consulted previous relevant reviews, looked at current workflow, identified present staff vacancies, and prognosticated as best we could on future trends. All staff fully participated in the discussions at unit-wide meetings, and at a full departmental meeting, where a number of drafts were developed, revised and subsequently approved. Countries such as Finland and Sweden have exhibited long-established patterns of leadership in mobile telecommunications in general, while Japan's NTT DoCoMo represents an early national-level exemplar of a major m-commerce business system. The task of identifying and profiling the types of national leadership patterns likely to prevail in 3G wireless networks of Europe, Asia, and elsewhere, however, is a challenging one.
