In the Spring 2002, the Units of the Department of Technical Services conducted a review of mission, goals, objectives, priorities and workload. The Units consulted previous relevant reviews, looked at current workflow, identified present staff vacancies, and prognosticated as best we could on future trends. All staff fully participated in the discussions at unit-wide meetings, and at a full departmental meeting, where a number of drafts were developed, revised and subsequently approved. The Department will use this document as a constant reminder of where we should concentrate our limited resources as we serve the Library and the University community. Goals …

Countries such as Finland and Sweden have exhibited long-established patterns of leadership in mobile telecommunications in general, while Japan's NTT DoCoMo represents an early national-level exemplar of a major m-commerce business system. The task of identifying and profiling the types of national leadership patterns likely to prevail in 3G wireless networks of Europe, Asia, and elsewhere, however, is a challenging one. This is because new technological and other forces are coming into play in the post-GSM world.
