Triple Bottom Line Accounting (TBLA) refers to a method of measuring the economic, environmental, and community service impacts of an organization rather than the traditional practice of measuring just the financial bottom line. This chapter explores TBLA from a historical point-of-view; offers examples in higher education and discusses the implications for academic libraries. It concludes with ideas for the implementation of TBLA in libraries.

This paper examines historical origins of accountability for public funding in the Australian school education system. Understandings of accountability have developed unique to the Australian context, embedding institutions and ideas from a colonial past. It is shown that the funding arrangements used to distribute and account for public education funds are political devices to mediate enduring historic relationships between government and non-government schools, while at the same time masking these relationships in the veiled rhetoric of a broader Australian cultural imperative of egalitarianism. It concludes the current funding and accountability of school education in Australia is a simulacrum of accountability. …

Although scholarship in the area of workplace aggression is beginning to flourish, the varied definitions, assumptions, and methodologies used to describe workplace aggression compound the challenge of formulating practical theory and models to address workplace aggression. While this phenomenon occurs in public, private, and nonprofit organizations, the unique political and legal context of public organizations warrants targeted attention. We propose the organizational Accountability Grid as an umbrella concept to understand how organizations become permissive or disciplined cultures in their responses to workplace aggression. The productive management of workplace aggression is necessary to ensure the accountable pursuit of the public interest.

In response to the South African government’s delays to remove mud schools in the Eastern Cape Province, LRC took the government to court in August 2010. As a result of the mounting legal pressures, in January 2011 the Eastern Cape Department of Education signed an agreement with LRC. In 2008 the Tanzanian Prime Minister, Mizengo Pinda, ordered government ministries to reduce unnecessary expenditure on workshops, allowances, seminars, and luxury vehicles. While populist commitments by leaders are not unusual in Tanzania, this particular one seemed to be a direct response to Sikika’s media and advocacy campaign. This case study shows that a focus on media outreach and raising public awareness may not be enough to bring about changes in contexts where budget allocation processes are closed and there are strong internal pressures to maintain the widespread patronage and rents that can be drawn from recurrent expenditures in the budget. …

Between 2007 and 2010, the Social Enterprise Development (SEND-Ghana) Foundation, one of the IBP’s partners, monitored the performance of the Ghana School Feeding Programme (GSFP, a government program that integrates social protection interventions), engaging with 50 district assemblies, 50 focal civil society organizations (CSOs), and 50 District Highly Indebted Poor Countries (HIPC)/Citizens Monitoring Committees (DCMC) in seven regions across the country. SEND-Ghana used information from this monitoring exercise to promote improvements in the program with district assemblies and officials from collaborating ministries, departments, and agencies directly at the national, regional, and district levels, but also indirectly through the media.

The Subsidios al Campo campaign used Mexico’s freedom of information laws to obtain official data on the recipients of agricultural subsidies, and then published the data online. Its analysis brought a large amount of new information into the public domain, and managed to shift the debate about agricultural subsidies from a focus on their overall size to a discussion of how equitably they were being distributed, challenging a powerful agricultural industry in the process. The Mexican Ministry of Agriculture reacted by reforming the system to ensure that subsidies were flowing only to those that needed them.

Information literacy as pedagogy targets the novice learner, and provides guidance in evaluating sources. Critical thinking dispositions and hermeneutical considerations are then employed to evaluate the claims. The standard output is some type of communication format which is then evaluated for competence. This pedagogical model works well in those areas of study in which facts are readily verifiable through means consistent with scientism, such as medicine and technology, so as to assume a single correct answer. This article reports the contributions made to local government accountability in colonial New South Wales by a medical practitioner, Dr John Spark.
