On January 23, 2012, Resolution No. 3 enacted the National Immigration Strategy for the island nation of Cabo Verde, the first of its kind in the country. As a buffer nation to Western Europe with a rapidly developing economy and good governance indicators, Cabo Verde is transitioning from a sending and transit country to a receiving nation for African mainlanders, especially from Guinea-Bissau. How effective are these immigration policies at managing these changing mobility patterns? Are immigrants successfully integrating into host communities? ICCS 2016 was the second cycle of the IEA Civic and Citizenship Education Study (ICCS). ICCS studies the ways in which education systems from around the world prepare young people to undertake their roles as citizens in society. In Latin America, this area of learning is set within particular challenges and contexts. Compared to established Western democracies, most countries in this region returned to democratic rule only three or four decades ago or even more recently, and their political, social, and economic stability continues to be called into question. The Right To Be Forgotten And Digital Collections: Surveying Practice And Policy At Arl Member Institutions, Virginia A. Dressler, Cynthia Kristof

In the spring of 2017, digital librarians at Association of Research Libraries (ARL) member institutions were surveyed on practices and policies surrounding takedown requests in openly accessible digital collections. The survey collected demographic information and also presented a series of hypothetical scenarios for respondents to consider and reflect upon. The survey received a 25.8% response rate, with many intriguing insights into how practitioners consider these type of requests. Survey findings and general background on the topic of the right to be forgotten will be presented, along with a discussion on future recommendations for work in this area.

This article is based, with some improvements and updating, on chapter 15 of Howard Sherman and Paul Sherman, INEQUALITY, BOOM AND BUST: FROM BILLIONAIRE CAPITALISM TO EQUALITY AND FULL EMPLOYMENT (London and New York: Rutledge, 2018 - see book on this site to read chapter 1). There are two important findings about the United States (U.S.) economy from Sherman (2018). First, each expansion of capitalism during the business cycle causes increased income and wealth inequality. Second, rising inequality is the major cause of recessions, depressions, and unemployment.
