This paper presents a complex study of noise levels from road traffic source and the variation during the seasons in an old residential area located in the north-eastern part of Iasi city, an important educational and cultural centre of the country. The study reveal the correlation between noise levels and social activities developed in the area: low number of inhabitants because of the holidays time in August and the resumption of the educational activity in autumn, including school start in September and of the university activity in October. The paper examines the per capita waste generation rates from from rural areas of Neamț County (Romania) using thematic cartography. Geographical approach of this issue is difficult because the lack of a geostatistic database at commune scale. Spatial analysis of waste indicators reveals several disparities between localities. Comparability of data between communes located in various geographical conditions must be carrefully made according to local waste management systems. Waste dumping is a serious environmental threat to major rivers from extra- Carpathian Region of Neamţ county in the proximity of villages because the lack of waste collection services. In this context, floodplains are frequently susceptible to such bad practices, these areas being also exposed to stronger floods. Poor waste management facilities from Romanian rural areas lead to uncontrolled waste disposal on improper sites. This paper proposes a performance assessment method (PAM) at urban scale, based on five specific waste indicators such as: population access to waste collection services (%), separate collection (%), reuse & recycle (%), landfilling (%) and amounts of waste uncollected (Qwu-%). This paper analyzes the expansion of sanitation services in rural areas after the closure and rehabilitation of rural dumpistes having as deadline July 16, 2009. Following this period local authorities are forced to collect and dispose the waste generated in urban landfills from proximity until the transfer stations will be operational. Most of the rural population has no access to waste collection services, waste generated and uncollected are uncontrolled disposed polluting the local environment. Development of sanitation services is a basic condition for an efficient implementation of integrated waste management system at county level.
