Fiscal Decentralization And China’S Regional Infant Mortality, Gregory J. Brock, Yinghua Jin, Tong Zeng

Regional Chinese infant mortality rates (IMRs) are examined using a stochastic frontier method for the first time. The composite error term method yields estimates of large underreporting of IMRs over time and provinces in China during the past 30 years. China does not follow the standard growth paradigm of moregrowth leading to lower IMRs. Fiscal decentralization has not alleviated the problem of high IMRs. Both IMRs and the sex ratio at birth suggest reported data constitute a floor or minimal level of demographic distress across provinces with millions of missing females not fully included in the data. This article presents a case study of the NC-PALS (North Carolina-Piedmont Automated Library System, Inc.) consortium's selection and implementation of the Ex Libris Primo Central discovery service, with the purpose of highlighting considerations, challenges, and concerns presented by our experiences. This case study may help inform planning and implementation of similar discovery services in small- and medium-sized libraries or consortia. Following a review of the literature on user behaviors and Web-scale discovery services, this study offers a detailed description of NC-PALS's experiences selecting and implementing Primo, giving attention to trials and triumphs along the way and identifying ongoing challenges that …

The US governmental public health workforce is dwindling while the need for additional workers is increasing. In an historic effort to address this issue, in March 2010 the Council on Linkages Between Academia and Public Health Practice (Council on Linkages) surveyed over 70,000 public health workers across the US to determine how, when, and why they entered the governmental public health workforce and reasons they have remained in the workforce. The Role Of Social Support In Multiple Morbidity Self-Management Among Rural Residents, Shoshana Bardach, Yelena N. Tarasenko, Nancy E. Schoenberg

Social support generally is considered a valuable asset that may compensate for health service deficiencies among rural populations. Employing a mixed methods approach, we explored how vulnerable rural residents described social support in the context of self-management for multiple chronic conditions. Participants generally felt support was available, though emotional/ informational support was perceived as less available than other types of support. Participants did not rely heavily on informal support to help them manage their multiple morbidities, preferring to call on their doctor and their own resources. We discuss implications of these findings for meeting this vulnerable population’s self-management needs.

Meeting the health care needs of rural residents is complicated by their substantial medical burdens that frequently outstrip patient and community resources. Nowhere is this more evident than in central Appalachia. Preventive procedures are often sacrificed as patients and providers attend to more pressing medical issues. We report the results of a pilot study designed to explore the need for and appropriateness of a potential intervention placed in an emergency department (ED), with the eventual goal of using the ED to link traditionally underserved patients to preventive services. Heinz Klein was a fine scholar and mentor whose work and life have inspired us to explore the notion of ‘scholarly influence’ which we cast as ‘ideational’ and ‘social influence’. We adopt a portfolio of measures approach, using the Hirsch family of statistics to assess ideational influence and Social Network Analysis centrality measures for social influence to profile Heinz Klein’s contribution to information systems (IS) research. The results show that Heinz was highly influential in both ideational terms (a significant body of citations) and social terms (he is close to the heart of the IS research community). This public health workforce research initiative expands practice-based employee trust measurement in a time-one time-two (T1 – T2) quantitative design methodology. The initiative is an expansion of previously conducted research within the Cincinnati and Northern Kentucky Health Departments. Tailored workforce-based quality improvement (QI) initiatives were developed and implemented within the two local health departments (LHD’s). Workforce-based QI was a product of strategic initiatives defined by leadership of both health departments and informed by a critical review of the data collected in 2008.
