Industrial Relations, Migration, And Neoliberal Politics: The Case Of The European Construction Sector, Nathan Lillie, Ian Greer

Transnational politics and labor markets are undermining national industrial relations systems in Europe. This article examines the construction industry, where the internationalization of the labor market has gone especially far. To test hypotheses about differences between “national systems,” the authors examine the United Kingdom, Finland, and Germany, alongside European-level policy making. Regardless of overall national institutional framework, employers seek to avoid industrial relations rules, while unions attempt to relocalize labor relations. Both use shop-floor, national, and European power resources. The authors argue that comparative industrial relations should take seriously the connection between action at the national and transnational levels.

July 1, 2013 marked Croatia's official induction into the European Union. For Croatia this was the culmination of a long negotiation process filled with concessions and challenges. This situation inspired the question of how Croatia's alliance with the EU has affected the state? In order to analyze this relationship the aspects of Croatian identity and sovereignty were explored, in addition to the EU's principles and problems regarding member and candidate states. I invoke Carl Schmitt's Critique of Liberalism outlined in "The Concept of the Political" to better understand the European Union (EU) as a governmental institution. It is my contention that the EU is a liberal institution, with the sole intent to drive economic policy while ignoring identity, similar to what Schmitt rails against in his critique of liberalism. This paper documents and analyzes trends in immigration-related public opinion over the past decade in the major North Atlantic countries of the EU-15 and US. Opening with a summary of the international social-scientific literature on the roots of immigration attitudes, the essay next documents changes in the average European’s and American’s views on migration since 2000 using such polls as the Eurobarometer, European Social Survey, World Values Survey, International Social Science Programme, and American National Election Study. As a consequence of liberalization policies in the European Union (EU), a number of formerly inward-looking incumbents in telecommunications and electricity transformed themselves into some of the world’s leading Multinationals. The relationship between liberalization and incumbent internationalization, however, is contested. Three political economy arguments on this relationship are tested. The first claims that incumbents most exposed to domestic liberalization would internationalise most. The second asserts that incumbents operating where liberalization was restricted could exploit monopolistic rents to finance internationalisation. This article evaluates EU policies on public services – particularly public network services - from the citizens´ point of view. It is first argued that citizens´ perceptions are important because the provision of fundamental services is at stake and because they constitute the infrastructure necessary for social and economic development. Privatization, recognized as one of the most important economic policy reforms from the 1970s, has attracted significant attention from scholars, and the literature on the topic is now vast. Yet there is little agreement on the reasons why governments privatized. Three dominant paradigms explaining European Union (EU) privatization put forward distinct motivations. The ‘British paradigm’ assumed that market-friendly ideology played a significant role in a path towards a global programme inspired by the UK experience. This Comment takes as its starting point the adoption of the first five pieces of harmonized legislation created as part of the EU’s asylum regime overhaul of the early 2000s and proposes constructive solutions to compensate for the inadequate results of the May 2004 negotiations in Brussels. Specifically, it is proposed that an EU-wide asylum appellate court could assist the Member States in completing the work they started by creating a comprehensive harmonization consistent with international law.
