Highest And Best Use Determinations In Agricultural Land Assessments, Matthew Elliott, Lisa Elliott, Tong Wang

Determining highest and best of use (HBU) is necessary for supportable Ag land assessments. In this study,
we determine HBU and most probable use (MPU) of South Dakota Ag land as either cropland or grassland.
To determine HBU, we simulate net returns for cropland and grassland for every possible combination of
the productivity and legal dimensions using the APEX model and copula approach. To determine MPU,
we use random forest classification given net returns, risk, topography, and soil productivity ratings. We
discuss the impacts of using MPU, HBU, and soil ratings for determining use for Ag land property
assessments.

The development of a traditional form of Integrated Multi-Trophic Aquaculture (IMTA) in the Dagupan City Estuary system in the Philippines is based upon different producers each focusing on individual species rather than individual producers producing multiple species with very different market values. The long-term success of such a system requires attention to local marine spatial planning and enforcement of caps on forms of feed-based (net pen or fish cage) aquaculture systems.

In our analytical general equilibrium model, polluting inputs can be substitutes or complements. We study a tax increase on one pollutant where the other faces a tax or permit policy. Our solutions highlight key parameters and welfare effects with gains from abatement plus positive or negative co-benefits from other pollutants in the covered and uncovered sectors. We demonstrate several ways taxes and permits differ. First, the change in taxed pollutant depends on whether the other pollutant faces a tax or permit policy. Authentic youth engagement was a central component of the Food & Fitness (F&F) Initiative, a 9-year community-based intervention, whose goal was to ensure that all children have equitable access to healthy food and built environments that promote safe physical activity. The youth engagement component focused on strategies and structures that would support a model framework for youth involved in F&F community partnerships. These strategies empowered youth by providing the leadership and technical skills needed in collaborative efforts to sustain change in communities with inequities, where structural racism and inequities result in poor health outcomes for children. In the Holyoke Food & Fitness Policy Council (HFFPC) case study, the challenges of providing equitable multistakeholder organizing are examined. The importance of housing the work in the community, power sharing, and having community representation in the leadership is made clear. The HFFPC partnership began with vigor, encountered challenges of trust, transparency, aligned goals and values; it dissolved, and reformed. Rents from natural resources can alter the relationship between central and local governments by providing a new source of government financing. We develop a model to explore the relationship between fiscal decentralization and resource abundance. Our model indicates that natural resource rents can detach central government expenditures from the tax base so that the central government can spend more to persuade a fractious periphery to remain under central government control. Thus, other things equal, higher natural resource rents can result in less decentralized government expenditures.
