This study aims to explore image building activities carried out by France on European security through educational programs for military officers. In this education, military officers were envoys of various friendly countries of France. This military officers education is a forum where France can disseminate its national security vision and mission. France intension is to demonstrate its strong military traditions, as well as its solid doctrine and battle strategy in anticipation of regional and global threats. How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015. This paper argues that France, while perpetrating an existing discourse of democracy opposing the civilized against the uncivilized that legitimates Foreign policy as a security tool, by its refusal, transformed military intervention a latent policy andlegitimized the French Self as …

Using qualitative research techniques, this article demonstrates how colonial memory and postcolonial dynamics permeate the everyday lives and encounters of Algerian-origin people in France and inform the ways they conceive of, and experience, social membership and belonging. This work investigates what it means to be a racialized minority in a postcolonial context and to learn and experience the boundaries of ‘Frenchness’ and ‘Algerianness.’ It is based on the narratives of Algerian immigrants who have migrated to Paris, France and their French-born children. The empirical evidence highlights how Algerian immigrants and their descendants encounter and structure their interactions with French society. …

In this commentary, I examine the urban riots that took place in France at the end of June and early July 2023 to assess the levels of violence and the response of the French government. I argue that the unrest did not represent the brink of a civil war, as wrongly claimed by dark journalistic assessments and dominant right-wing political discourses, but pertained to a more profound condition of metacrisis (a state where a crisis enters a crisis of its own and a dangerous situation of social strife ensues). This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Integral to the face veil debate is the advocacy of French feminists, especially those who identify as pro-ban. Overarchingly, pro-ban feminists argue that the practice of wearing face veils or coverings undermines a French citizen’s obligation to foster cohesion in the public sphere through the acceptance of republican norms. In October 2008, during the Global Financial Crisis (GFC), European Union (EU) officials urged member states to raise their minimum deposit-insurance coverage to at least EUR 50,000 (USD 68,000) to promote confidence in banks. France did not need to increase its deposit-insurance cap to meet this target, as it already guaranteed EUR 70,000. The following year, EU officials passed a directive that required all member states to permanently increase their minimum deposit-insurance coverage to EUR 100,000 by December 31, 2010. The book Last Train to Auschwitz: The French National Railways and the Journey to Accountability, written by Sarah Federman traces the SNCF’s journey toward accountability in France and the United States. Told from the Holocaust survivors’ perspective the volume illustrates the long-term effects of the railroad’s complicity with the Nazis on individuals, and transitional justice that leads to corporate accountability. In a time when corporations are increasingly granted the same rights as people, Federman’s detailed account demonstrates the obligations businesses to atone for aiding and abetting governments in committing atrocities.

An analysis of past strategy documents and a study of current international trends stress the need for a Union capable of shaping its own environment rather than reacting to it. The pandemic should accelerate Europe’s journey toward power maturity and responsibility.

Exacerbated by climate change, sea levels are rising rapidly. This poses a significant, immediate threat to coastal or riverine urban areas and the tangible cultural heritage (e.g. artifacts, buildings, monuments, archaeological sites) that makes them unique. Protecting coastal cultural resources from climate change is quickly becoming a global priority, and comparing cultural heritage laws designed to protect historic resources in coastal areas from several countries may illuminate potential paths forward. Immigration’s effect on European welfare states is complicated. On one hand, increased immigration might undermine social solidarity and impose greater fiscal burdens on redistribution, reducing support for welfare spending. On the other, natives could respond to greater globalization with economic anxiety, increasing support for redistribution in order to mitigate risk. Welfare chauvinism predicts a mixed effect—increased spending for programs that middle-class natives use and reduced spending for programs that benefit immigrants disproportionately. I test this theory by analyzing (1) European attitudes towards immigration and welfare spending and (2) actual spending on these programs, particularly social housing. Additionally, I present a …

This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. Current social science literature outside of anthropology has attributed Hmong difficulties adapting to Western health care to their traditional healing practices, claiming that successful integration only occurs as the younger generation discards traditional beliefs (Franzen-Castle & Smith 2013). Ethnographic research conducted in France and Thailand refutes these claims; Hmong of younger and older generations utilize both the state medical system and traditional healing, integrating these systems instead of treating them as ontologically distinct (and thus in competition with each other). Genocide studies considers the accountability various of perpetrators, as well as the needs mass atrocity creates. The inclusion of market actors, however, remains marginalized. This article considers factors perpetuating this marginalization and its costs, arguing for greater inclusion of market actors in genocide-related discussions. Relegating the importance of these actors makes the field, not their role, tangential. Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity.
