Between July 10th-11th 2023 Vermont experienced catastrophic flooding after receiving prolonged heavy rainfall of up to 9” over 48 hrs. Damage from the 2023 event rivals the historic destruction of Hurricane Irene in 2011 and is exceeded only by the Great Vermont Flood of 1927, an event predating modern flood controls. We collected oral histories from Vermonters to better understand their lived experience of the flood and its impacts, and identifed common themes related to community and individual resilience.

Indigenous peoples are among the populations whose well-being is threatened the most by climate change. International scholarship finds it is not uncommon for Indigenous cultures, communities, and perspectives to be underrepresented and misrepresented in Western climate change media. This example of a research inquiry involves moving through various historical developments and statistics related to climate change (such as rising global temperatures, sea levels, ice sheets, and carbon dioxide emissions) in order to then contextualize global efforts to reduce climate change damage, such as the Paris Agreement. Throughout the research inquiry Soule uses an objective stance in presenting findings and developments ranging from the 1700s to present times, and supporting a conclusion that global devastation may be as close as 2100.

This report recommends a number of adaptation strategies for California and local water managers to improve their capacity to handle change. Many of the strategies will also help adapt California's water resources to accommodate non-climate demands including a growing population, ecosystem restoration and greater flood protection. Several of the recommendations in this report are ready for immediate adoption, while others need additional public deliberation and development. Some can be implemented using existing resources and authority, while the majority will require new resources, sustained financial investment and significant collaborative effort.

There are a number of ways this fairness can be assessed. The most common way to assess transportation equity is by looking at the fairness of outcomes, distributed geographically, socially, or even by mode of transportation. Equity can also be defined by the fairness of processes.
