Disaster victims and vulnerable populations are audiences that communications professionals and scholars have ignored. Public relation practices dominate current disaster communication policy. This study examines the disaster communication network, including policy and practice, of the Thai Red Cross, before, during, and after the Asian tsunami. Disaster communication(s) is defined as the sharing and exchange of information with the victims immediately affected by a disaster. This definition focuses specifically on the vulnerable audience and allows response efforts to emerge from multiple disciplines. Focusing response efforts on victims' assessed needs and abilities allows for a multi-disciplinary approach to mitigate further suffering. The …

Marital Harmony And Conflict: Linkages To Infants' Emotional Regulation, Cardiac Vagal Tone, And Developmental Status At Six- And Nine-Months Of Age, Staci Shizuko Ohmine

This study examined the linkages between marital harmony and conflict and infants' emotional and physiological regulation abilities and developmental status at six- and nine-months of age. Participants included 93 first-time mothers and their infants (43 males, 50 females) from a Mountain West community. Mothers were asked to complete a battery of questionnaires, including a demographic measure and Braiker and Kelly's (1979) marital quality questionnaire. The revised Bayley Scales of Infant Development (BSID II) and Behavior Rating Scales (BRS) 2nd Edition were administered at six- and nine-months to measure infants' mental and motor development status and emotional regulation abilities. Two-year-olds' knowledge of gender-stereotyped tasks was assessed in an experiment that utilized the preferential looking paradigm. The looking times of toddlers' (N = 18) gazes towards gender-consistent and gender-inconsistent activities were measured and assessed. In the procedure, toddlers viewed either a male or female actor on two displays performing a masculine stereotyped activity (shaving, putting on a tie) on one screen and a feminine stereotyped activity (putting on lipstick, putting on nail-polish) on the other screen. Infants also viewed male and female actors performing gender-neutral activities (eating, drinking water) side by side in control trials. Consistent with our predictions and …

The United States Corps of Engineers is a federal agency responsible for regulating impacts to wetlands. Permit applications requesting authorization to impact wetlands are reviewed using a three step sequence: avoidance, minimization and compensatory mitigation. A national goal of no net loss of wetland acreage and function in compensatory mitigation has been recommended since 1987.Thirty Norfolk District projects requiring compensatory wetland mitigation in the permit years 1996-1998 were randomly selected for field review. The results showed that 10% of the project were never initiated or completed. Another 19% of the projects showed a net loss of acreage. However, many projects …
