There can be no open science without Open Access (OA). This paper is a call to arms to individual University librarians to make a decisive move towards open access. The short-term objective of OA is defined as the immediate, cost-free, online access to the content of all peer reviewed scientific, medical, and scholarly articles. This amounts to unrestricted access to the author’s approved manuscripts (AAMs) deposited in institutional and other repositories. Article processing charges (APCs) are fundamental to the business models of many Hybrid and Gold open access (OA) journals. The need to quantify the volume of APC payments paid on behalf of institutional researchers has therefore never been greater. New publishing models will have profound implications for future institutional budgets, and libraries urgently require better information about potential costs and savings.

The Library Strategies for Research Support Excellence half-day seminar was held on the 23 June 2019 at the Reid Library, University of Western Australia (UWA). The event was organised by International Association of University Libraries (IATUL), UWA and Curtin University, and was sponsored by CNKI. The seminar provided an opportunity for senior university library leaders from around the world, including China, the UK, Australia, New Zealand, Canada, Saudi Arabia, and Africa to discuss the current initiatives and challenges associated with research support in their respective regions.
