Analysis Of The Performance Of The Korean Government’S R&D Subsidy For Small Businesses, Soonjae Kwon

MPA/MPP/MPFM Capstone Projects

Investment in Research and Development (R&D) is one of the most significant governmental activities. Many countries including Korea continue the R&D investment in various fields such as defense, environment, and medical care. In addition, the Korean government has a plan to significantly expand R&D investment for small businesses because the growth of small businesses is considered as an important factor for economic development such as new job creation. Since the government budget is a finite resource in which various departments compete for the budget, the budget increase of a program can be justified when the government grants lead to better …

A Study On The Determinants Of Childbirth In Primary Local Government Districts In South Korean ‘Do’ Metro Provinces, Seungmin Kim

MPA/MPP/MPFM Capstone Projects

Korea is experiencing a very serious low fertility rate. As of 2017, Korea has a fertility rate of 1.05, which is the lowest among the G20 countries. The low fertility rate can lead to pension burden problems and economic recession problems. In particular, the Primary Local Government Districts ((PLGDs) in "Do" Metro provinces in Korea may have a problem of a decrease in the agricultural population, and the reduction of organizational and administrative functions due to the reduction of fiscal income. To solve the low fertility rate, we need to identify factors that affect childbirth, and to engage in policy …

The Ministry of Environment of the Republic of Korea has been making efforts to improve water quality and the health of the aquatic ecosystems of the inland waters. Establishing water quality standards for point sources and permissible wastewater emission standards to achieve the target environmental standard were part of the efforts. Nevertheless, water quality indexes such as Biochemical Oxygen Demand(BOD) and Chemical Oxygen Demand(COD) has not improved significantly. Also, harmful cyanobacteria blooms have frequently been occurred, which, in particular, has brought people to lose faith in the environmental policy and has created anxiety about drinking water. As the solution, the …

Effective Traffic Noise Policy Of Urban Development Projects In South Korea, Jaechang Jo

MPA/MPP/MPFM Capstone Projects

In 1980, South Korean government built a large scale apartment complex in the Seoul metropolitan area because of consecutive urbanization and rapid industrialization. However, in late 1980, as the housing market surged rapidly, the government constructed several huge new towns. These new towns and urban development projects contributed to stabilizing the housing market, but residents in new towns began to suffer from traffic noise and this became social problems.

Traffic noise is caused by tire friction and also influenced by various factors such as vehicle volume and traffic speed. There are two primary measures to mitigate the traffic noise; reducing …

Effect Of The Relocation Policy Of Public Agencies In South Korea, Chan Ho Kim

MPA/MPP/MPFM Capstone Projects

In 2005, the government announced the relocation policy of public agencies to non-capital regions. The main purpose of the policy was to decentralize population in the SMA (Seoul Metropolitan Area) through building regional competitiveness. The transfer of 98% of the public institutions was completed in April 2017 (MOLIT 2017). However, unlike the blueprint for the initial plan for the relocation of the agencies, there may be an increase in social cost and insufficient contribution to the regional economic development.

This study empirically examines effectiveness of the policy and its impact on regional economic growth and on how differently the policy …

MPA/MPP/MPFM Capstone Projects

The purpose of this study is to propose a performance evaluation method (organizational effectiveness value) that is most suitable for LH field organizations and to suggest an improvement plan by comparing and analyzing the results from organizational perspective.

I compared and contrasted three LH construction fields. The following is my research findings: First, the main factors which determine successful or unsuccessful field are organizational cohesion and inter-organizational communication. Mutual communication of field groups affects the quality more, if the field conditions are difficult. Second, if field groups fail to cohere and communicate, it is likely to lead to low performance …

MPA/MPP/MPFM Capstone Projects

In recent years, the demographic structure of South Korea as been changing. Although the total population is still growing, the population growth rate is shrinking due to the rapid decline in the birth rate and the aging population. On the other hand, the growth rate of the total number of households is decreasing, but the rate of one-person or two-person households is steadily increasing. The Impact Of Socioeconomic Factors On Voter Turnout In The Republic Of Korea: Empirical Research For The Results Of 18Th And 19Th Presidential Elections, Hee Yup Yoon

MPA/MPP/MPFM Capstone Projects

This study examines the relationship between socioeconomic factors and voter turnout in South Korea. In particular, the determinants of the turnout in the 2012 and 2017 presidential elections in the Republic of Korea are analyzed by using the aggregated data in terms of municipal-level divisions. The findings partially support previous studies. The education level and the percentage of primary industry workers in the district have a significantly positive impact on turnout. Holding the other variables constant, as the proportion of the population over higher education in the district increases, voter turnout grows. Likewise, as the ratio of primary industry workers …

The Effect Of 'Drowsy Shelters' In Preventing Traffic Accidents In South Korea, Hye Jin Chun Jan 2017

The Effect Of 'Drowsy Shelters' In Preventing Traffic Accidents In South Korea, Hye Jin Chun

MPA/MPP/MPFM Capstone Projects

The Korean government has paid attention to drowsy driving, because drowsy driving accounts for a high percentage of traffic accidents, and the government thought that it could address this problem with facility improvements. The Korean Government beg an installing simple rest spots, called ‘Drowsy Shelters’, on the highway for drivers who feel tired, in 2011. In this study, I figured out that the distance between rest areas is related to the number of drowsy diving accidents. When the distance between rest areas increases by 1 km, drowsy diving accidents increase. Therefore, this policy seems to be effective in terms of …

The Determinants Of Childbirth Grants Of Local Governments In South Korea, Gi-Jung Kim Jan 2016

The Determinants Of Childbirth Grants Of Local Governments In South Korea, Gi-Jung Kim

MPA/MPP/MPFM Capstone Projects

Declining fertility is one of the top policy issues in South Korea. To increase the birth rate, the government of South Korea has been enacting several fertility encouragement polices. Although almost all of the birth encouragement policies have been led by the central government, a childbirth grant program was developed by primary local governments themselves. The grant levels vary significantly between local governments.

I examine what explains the differences in the childbirth grant level by analyzing twelve years (2004-2015) of panel data with a fixed-effects model. Prior studies indicate that the extent of demand for a policy and the availability …

South Korea, a traditionally homogeneous society, has seen an increase in marriage immigrants, primarily women, in recent years. Multicultural families face a variety of challenges. Marriage immigrants experience cultural and lifestyle differences, language problems, poverty, and domestic violence. In 2011, the divorce rate in multicultural families reached 10 percent and the average length of a marriage that ended in divorce was 4.9 years (Statistics Korea). …

An Analysis Of The Impact Of Housing Policies On Housing Prices In South Korea, Daeil Kwon

MPA/MPP/MPFM Capstone Projects

The South Korean government has been intervening in the housing market for a long time to either activate or stabilize housing prices. However, there is a controversy about the effect of housing policy in South Korea. I analyzed the effect of housing policies as well as other factor s (interest rate, cost of renting, inflation, stock price, unemployment rate, exchange rate) on housing prices nationally as well as in northern Seoul and in southern Seoul, from January 2000 to January 2015 (181 months of data).

According to the results of my regression analysis to test the effect of housing policies, …
