This is the second of two papers discussing the application of Berkeley phenomenologist Hubert Dreyfus’ five-stage model of skill acquisition to information literacy (IL) theory and practice. This second paper will consider in detail how Dreyfus’ model might be used by academic librarians to scaffold information literacy learning opportunities that foster students’ development of information behaviors characteristic of experts within various disciplinary contexts. This study assessed the information literacy (IL) instruction perceptions and practices of faculty at Muhimbili University of Health and Allied Sciences in Tanzania. An online survey was distributed to all faculty members in five schools and one institute at MUHAS (235 in total) from 2011 to 2012, with a response rate of (34.5 percent). The study findings show a general support for IL development, and its importance in enabling students to do library-based research. This study attempts to investigate the efforts of the Oyo State Library Board in the use of ICTs among its users and staff. The study appraises the library services in the state to highlight the library services development to the populace of the state. The survey research method was adopted and questionnaire was used to collect data from 110 library users and 20 library staff within the headquarter library.
