Gray and Pape, Inc., performed an intensive pedestrian cultural resources survey of the Area of Potential Effects of permitted segments of proposed pipeline refurbishment located in Midland and Mitchell Counties, Texas. To date, no federal permitting has been identified for the project. However, approximately 3.2 kilometers (2 miles) of the project area are located on lands owned by the City of Midland and the City of Colorado City, and will be reviewed under the Texas Antiquities Code (Texas Natural Resource Code, Title 9, Chapter 191), Permit number 8677. SWCA Environmental Consultants (SWCA) was retained by CrownQuest Operating, LLC, to complete an intensive cultural resources investigation for the proposed CrownQuest City of Midland Oil and Gas Project (Project). The Project includes newly proposed oil and gas well pads, crude oil pipeline, and associated access roads on City of Midland property in Midland and Glasscock Counties, Texas. These new components will be constructed within an existing upstream oil and gas system. The City of Midland is proposing to install a new 12-inch (in; 30.5-centimeter [cm]) water pipeline at the Water Pollution Control Plant (WPCP) located south of the intersection of IH 20 and Farm-to-Market (FM) 307 on the east side of the City of Midland in Midland County, Texas (Figure 1-1). In October 2014, an intensive archeological survey was completed in order to inventory and evaluate archeological resources within the footprint of proposed road widening along Fairgrounds Road between Loop 250 and Pecan Avenue in northeast Midland, Midland County, Texas. The archeological area of potential effects (APE) is approximately 1.5 miles (2.4 km) of existing and additional proposed right-of-way. At the time of this investigation, a preferred alignment was still under consideration. Therefore, the entire proposed and existing right-of-way for all alternative alignments was surveyed. In April 2015, an intensive archeological survey was completed in order to inventory and evaluate archeological resources within the footprint of proposed road and utility improvements at the Spaceport Business Park located on the southwest corner of the Midland International Air & Space Port. These improvements include construction of a new road approximately 0.476 mile (assuming 50-foot [ft] wide right-of-way) and 2.42 miles of new utilities (varying 15 to 50-ft wide right-of-way) within the Park. Cultural resources assessment and archaeological testing was conducted on the proposed Midland North Loop by the State Department of Highways and Public Transportation (SDHPT) during the period October 4 through October 7, 1983, by a member of the SDHPT cultural resources staff and local SDHPT assistants. Additional collaboration was received from Dr. Michael Collins and other members of the Midland Archeological Society. The area within the proposed project is rural farm and ranchland with some urban development. The area is level to nearly level farmland with stable and active dunes. Drainage in the area consists primarily of playas. The project …
