Energy Transfer Company (ETC) is proposing to construct the Orbit Pipeline Project (Project) located in Jefferson, Liberty, and Chambers counties, Texas. The Project consists of approximately 68.7 miles (mi) (110.6 kilometer [km]) of new 20.0-inch (in) (50.8-centimeter [cm]) diameter pipeline that will be used to transmit ethane and propane. The Project is located within the jurisdictional boundary of the United States Army Corps of Engineers (USACE) - Galveston District.
At the request of ETC, Perennial Environmental Services, LLC (Perennial) conducted an intensive Phase I cultural resources investigation for the proposed Project to comply with anticipated USACE permitting requirements. Archaeological investigations …

Personnel from Coastal Environments, Inc. (CEI), Moore Archeological Consulting, Inc. (MAC), and the University of Mississippi conducted archaeological and geophysical investigations at the locations of two proposed safety rest areas on opposite sides of Interstate Highway (IH) 10 in Chambers County, Texas. The research was carried out from late August 2006 until late February 2007, under contract to the Environmental Affairs Division of the Texas Department of Transportation (TxDOT). MAC archaeologists had previously examined the two rest area tracts in 2001. Their research indicated that the north tract contained a latenineteenth- through early-twentieth-century cemetery, identified as the Broussard Cemetery site …

During July and August 1979, the Center for Archaeological Research, The University of Texas at San Antonio, conducted survey, testing, and historical research on lands to be included in the Wallisville Lake in Liberty and Chambers Counties, Texas. A summary is presented of 21 previously recorded prehistoric sites within the proposed Plan 2A, with recommendations for further treatment of these sites. Test excavations at a newly located prehistoric site are described. A detailed description of the history and archaeological testing of 19 historic sites is included, along with a history and description of the town of Wallisville. Artifacts are illustrated …
