Evidence suggests that public opinion has a significant and measurable impact on legislative, executive, and citizen interaction. The state of Idaho is no exception. In this white paper, we examine a sample of the opinions of Idahoans, as expressed in the Public Policy Survey, on the subject of immigration. In the 18th and 19th Annual Idaho Public Policy Surveys, the survey sample was asked to respond to a number of questions concerning immigration in Idaho. Questions on the survey ranged from economic impacts to the quality of education to indigent medical care. Of the many benefits that the data offers, …

The Treasure Valley State of the Region Report, while preliminary, describes the Boise- Nampa MSA using 49 indicators on social, economic, fiscal and environmental aspects of the region. Comparisons using the indicators are also made with peer regions in the Western United States. The rapid increase in growth in the Treasure Valley warrants a comprehensive look at the region. The Institute of Urban and Regional Planning in the College of Social Sciences and Public Affairs at Boise State University initiated the production of this report to meet this need.

Managing Undocumented Students: Do Undocumented Students Hinder Student Performance?, Gregory Hill, Daniel P. Hawes

Illegal immigration is a salient topic for policy makers and for local units of government who are responsible for implementing policies. One particularly relevant policy topic is to what extent undocumented students affect performance in public schools, and if undocumented students do have an impact on performance, what can be done about it? Using Texas as a case study, this analysis finds that, surprisingly, undocumented students have only a marginal effect on the overall performance on standardized exams. Among Latinos, however, there is a statistically negative effect. Furthermore, evidence suggests that managerial skills can mitigate those negative effects.

Boyne and Dahya (2002) posit that the means, motives, and opportunities available to top managers will affect their ability to impact organizational performance. In this analysis, I test the theory posited by Boyne and Dahya and expand the model by exploring whether the performance effects of executive succession differ between an internal promotion and an external hire. Using Texas school superintendents as the managers in question, I use pooled, time-series data to test both the immediate and the long-term effects of managerial succession on performance. The Effect Of Frequent Managerial Turnover On Organizational Performance: A Study Of Professional Baseball Managers, Gregory C. Hill

This analysis is designed to study the question of a manager’s contribution to the organization, particularly in terms of uncertainty related to managerial succession. The theory of managerial succession, which is the replacement of one public manager with another, suggests a negative relationship between change and organizational performance. Organizations’ decision to change managers more often exacerbates the negative effect on performance. The hypotheses are tested using baseball managers as proxies for public managers, as they perform similar duties, have similar goals, and operate under similar constraints. Immigration is a super-charged, emotional issue that is not going away. In this podcast, Dr. Hill discusses what immigration policy is and its place in the American political landscape. He presents a brief history of immigration in the United States, followed by some ideas on thinking about immigration policy in a more systematic way. Dr. Hill also introduces the Optimal Immigration Framework, and discusses its features and utility. Illegal immigration is one of the most contentious policy issues facing the United States. This analysis seeks to address the factors that influence the persistence of immigration through illegal means and the effects of these immigrants in a receiving country. We posit the hypothesis that illegal immigration persists due to the increasingly connected networks between receiving and sending countries. In 2009 alone, over 1500 bills relating to immigration were considered by all 50 states, resulting in over 350 new laws and resolutions. Indeed, immigration policy, and particularly illegal immigration, is a salient topic for state and local policy makers and those who are responsible for implementing public policy.
