The relationship between social media use among young people and the increasing concerns of mental health problems in the U.S. and globally is on systemic agendas. Furthermore, research on social media use and mental health indicate reasons to suspect a causal relationship, but more work needs to be done. This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. This thesis examined the influence of social and structural communication variables on the perceived social connectedness of people experiencing homelessness in the Northwest Arkansas (NWA) and Joplin, Missouri areas. This study employed the ecological perspective of communication infrastructure theory (CIT; Ball-Rokeach et al., 2001) and a communication perspective which envisions communicative interaction as constitutive of social experience. Using survey data from 166 participants, this study examined 11 research questions and hypotheses drawn from extant literature on homelessness, social connectedness, and CIT. The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

This dissertation examines the ways in which cultural value predispositions impact decision-making associated with hydraulic fracturing (fracking) among both local policy elites and the general public in Arkansas and Oregon. First, I examine the mediating role of (dis)trust in information provided by three groups associated with the fracking debate – the energy industry, environmental groups, and the government – in shaping benefit-risk perceptions associated with fracking, and compare this process between a sample of local policy elites and the general public in Arkansas and Oregon. Responsible fatherhood legislation bridges the gap between two explicit family policies in order to serve fathers: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and the Child Support Enforcement Act of 1975. Historically, these two polices have been racialized and discourse surrounding them may contribute to negative cultural formula stories about the primary targets of responsible fatherhood programs: low-income Black fathers.
