Mozambique is committed to having completed implementation of its mine clearance obligations under Article 5 of the Anti-Personnel Mine Ban Convention (APMBC) by 1 January 2015. This will, for the most part, marks the end of proactive demining efforts in Mozambique. It is understood that it is always possible that previously unknown mined areas may be discovered after completion has been declared.

Whilst the Team leader was at the CP reporting the find, the three deminers – [Victim No.1], [Victim No.2] and [Victim No.3] - moved from their lanes to view the PMN. It was at this stage that [Victim No.1] stepped on the missed PMN. The missed mine was located approximately 1.5 metres from the marked PMN.

In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

The soil was rocky, highly metallic and with dense vegetation, but still he carried on working only with the detector. After he finished that lane he returned to the second lane, which he had cleared that same morning. He was walked to the East in order to cut the vegetation of the third lane from another angle when his left foot stepped on a mine and detonated it. This was a PMN mine.

The demining group were clearing an 80km stretch of road using mine-dog teams and manual demining methods. They began work in November 1999. Work was suspended during the period of National floods, then restarted. They had cleared “approximately 43km” at the time of the accident. During the clearance task the demining team had found “1 UXO, 377 SAA of AKM” and 1724 pieces of metal.

On 7th July 2000, the victim was continuing his clearance along the wire. The victim started work in the new lane and removed a metal bracket and piece of the barbed-wire. He then did a further two check sweeps with his detector before starting excavation with his enxada (digging tool, [hoe]). On the 3rd scrape (moving from left to right) an unplanned explosion occurred which threw the victim directly backwards into the safe area behind.

On 7th June 2000 the victim completed 5m of clearance which were checked by the Team Supervisor. The victim then went on to clear a further 1.3m before indicating that he had located a mine. The mine was lying on its side 30cm from the leg of the tower. The Team Supervisor examined the mine before tasking the Trainee Supervisor to move the mine to the demolition pit, during the 12:50-13:00 break period. The Team Supervisor observed the victim restarting excavation then began walking away from the tower. When the Team Supervisor was 17m away, an unplanned explosion occurred.

The accident occurred after the victim had just changed roles with his partner in the working lane. He used the detector and after a few minutes, he detected a sound and began to cut the grass lower. It was when he started to use the spade (trowel) that the detonation occurred. The deminer was not injured.

The accident occurred while carrying out a Survey Level 2 at Save minefield and the first deminer was tasked to make a cut into the minefield to a visible anti-group mine. He removed a piece of metal, then checked again with his detector. Having got another reading, (heard by his Section Commander who was 10m away) he started to excavate with his “shovel”. He hit another PMN which detonated.

The accident occurred in a mined area that had been worked on at the provincial government request since January 10th 2000. The method used was conventional manual demining. At 06:51 “while working in a dense vegetation area, the deminer used a machete to cut some branches “… He dragged the cut branches out and heard a “strange click”. He ran about “15 metres into a cleared area and took cover a few seconds before the F1-grenade exploded”.

The accident occurred at 10:45 on December 24th 1999 during the manual demining of power lines between Maputo and Komatiport at the 88th tower about 8km from Moamba Town. The deminer was injured in an area considered to be densely mined during an attempt to enlarge the cleared area from 20 square metres to 40 square metres. While trying to cut some shrubs he made a "false move" and activated a mine outside his lane with his left foot. The mine was outside the "ring" and below a tree.

The accident took place in a mined area 30k North West of Beira along the Beira-Mwanza road. The victim was told by the Deputy Platoon Commander to take a hoe and a garden spade to the place marked with four red sticks and dig it out to find the metal that was making the detector signal. The victim started to dig at the place. He was not wearing protective equipment. After digging for ten minutes, at 06:20 the hoe he was using detonated a Type-72a mine [both 72a and 72b are mentioned in the varied papers].

The accident occurred in a defensive ring of mines laid during 1987. The ring formed part of the protection to Marrumbene Villa. The victim’s partner had marked a signal from his metal detector. At 10:45, the victim was nearing completion of the 3rd box, and was just standing up to remove some grass that he had cut, when an unplanned explosion took place at his feet. It transpired that he had inadvertently detonated an explosive device.

The investigators visited the site on 17/18th November 1998. The accident occurred near the base of one of 34 pylons being cleared of defensive mines in a "Survey/UXO" task that started on 6th June 1998. Each tower was protected by "up to 45 mines". The nurse described this accident saying that a deminer was leaning forward to cut vegetation and put his foot on a mine. He suffered "traumatic chest injuries" when the front of his foot was driven into his chest. He died in the field before evacuation. The nurse claimed that an autopsy report was with the Country MAC [no one there knew of it] and that the mine was a Gyata-64 (AP blast, 210g TNT). Apparently the accident occurred when the victim was following a “mine-clearance machine” [unspecified].
