  • In the 10 years since the entry into force of the Convention on Cluster Munitions (CCM) in 2020, a total of more than 766 square kilometres of cluster munition-contaminated area has been cleared. During survey, clearance, and spot task operations nearly one million unexploded submunitions have been destroyed. Countless lives and limbs have undoubtedly been saved as a direct result, as well as the broader contribution to development.

Croatia is affected by explosive ordnance (EO) contamination that consists of mines and, to a lesser extent, explosive remnants of war (ERW), including cluster munition remnants, caused by the legacy of four years of armed conflict associated with the break-up of the former Socialist Federal Republic of Yugoslavia in the early 1990s.

The Seventh Meeting of States Parties (7MSP) to the Convention on Cluster Munitions (CCM) took place from 4 to 6 September 2017 at the Palais des Nations in Geneva.

The 7MSP, presided by Germany, was the second formal meeting of the Convention after the adoption of the Dubrovnik Action Plan, a five-year action (2015-2020) plan that provides a roadmap for States Parties to implement and universalize the Convention. 393 participants from States, international and non-governmental organizations took part in the three-day Meeting to take stock of the implementation of the CCM’s steering action plan.

The 2008 Convention on Cluster Munitions is a legally binding international treaty that comprehensively prohibits the use, production, stockpiling and transfer of cluster munitions, requires destruction of stockpiled cluster munitions within eight years, and clearance of contaminated land within ten years. It recognises the rights of individuals and communities affected by the weapon and requires states to provide assistance. The Convention also obliges countries to assist affected states to fulfil their obligations.

On 2 September 2014, the Fifth Meeting of States Parties was opened by the Permanent Representative of Zambia to the United Nations Office and other international organizations in Geneva, Encyla Sinjela, on behalf of the Minister for Foreign Affairs of Zambia and President of the Fourth Meeting of States Parties to the Convention, Harry Kalaba. This was preceded by an opening ceremony in San José on 1 September 2014, which was hosted by the Minister for Foreign Affairs of Costa Rica, Manuel A. Some countries that have remained outside the Convention on Cluster Munitions have argued that joining the Convention would be too much of a financial burden, and that they would have difficulty meeting their legal obligations in a timely manner. The Convention on Cluster Munitions bans all use, production, transfer and stockpiling of cluster munitions. Cluster munitions do not distinguish between civilians and combatants and can leave behind unexploded ordnance which can harm civilians and be detrimental to economic and social development for decades after use. The Convention aids in clearance of contaminated areas in order to prevent future disasters. This report seeks to estimate and project the economic cost of cluster munition contamination resulting from the 2006 conflict in Lebanon.

It focuses on three areas:

  • The cost of lost agricultural production specifically caused by cluster munition contamination;
  • The cost of responding to cluster munition contamination through internationally assisted clearance and risk reduction operations;
  • The economic cost of deaths and injuries directly resulting from this contamination.

With the aim of contributing to the Oslo process, Handicap International launched an initiative with civil society and international organizations to find common recommendations for the victim assistance provisions in a treaty banning cluster munitions. Together we shared our experience in affected countries and our lessons learned, exchanging ideas through an electronic discussion forum and then meeting in a practitioners’ workshop in Paris.
