This document lays out standard definitions and guidelines for measuring recording and reporting beneficiary numbers for EORE, land release, victim assistance and explosive ordnance disposal (EOD) spot tasks. The guidelines do not include beneficiary definitions for the two remaining mine action pillars: advocacy and stockpile destruction.

It is hoped that this document can be used as a guide for other mine action operators donors and national authorities, to share best practice and contribute to international standards for the sector in beneficiary reporting.

  • In the 10 years since the entry into force of the Convention on Cluster Munitions (CCM) in 2020, a total of more than 766 square kilometres of cluster munition-contaminated area has been cleared. Clearing The Mines 2020: A Report By Mine Action Review For The Eighteenth Meeting Of States Parties To The Anti-Personnel Mine Ban Convention, Mine Action Review

  • In 2019, a global total of more than 131 square kilometers was cleared of anti-personnel mines, with more than 96% of recorded clearance occurring in States Parties to the APMBC. However, this total is a marked decrease on output in 2018 of more than 155 square kilometers, and was the lowest recorded clearance globally for more than ten years. The true total area of clearance is probably considerably greater, but data recording and reporting problems prevent accurate reporting of a higher figure, in addition to a lack of transparency by several States not party.

This review examines promising new technologies and methodologies used for the delivery and monitoring of risk education interventions in response to three key challenges: risk education for improvised explosive devices, in urban complex environments, and in areas with limited to no accessibility. It highlights examples, good practices and emerging solutions in facing these challenges, both from within and outside the EORE sector, and builds on recent initiatives developed to adapt to the COVID-19 pandemic. This report outlines the key findings of the study looking at the socioeconomic impact of employing female deminers in Sri Lanka. 10 years after the first clearance operations in Sri Lanka, hundreds of Sri Lankan women and men are now employed in the Northern and Eastern parts of the country. The key findings highlight how employment has transformed female and male deminers’ capacity to access and own resources and services, as well as changes in female deminers’ decision-making capacities, how they perceive themselves, and shifts in their families’ and community members’ attitudes towards gender norms.

The Rebel Crusher is a commercial mobile soil sifter and rock crushing plant modified for demining operations. It is designed to operate in areas where a significant fraction of the soil is composed of mine-sized objects (rocks) which make sifting difficult, or where dense metallic clutter makes mines undetectable. Modifications to the system include hardening the crushing chamber to withstand anti-personnel mine blasts, and increasing the capacity of the sifting mechanism. The light/sandy soil sifting project is evaluating the feasibility and operational suitability of using commercial beach-cleaning technologies to remove mines and clutter from sandy and mechanically prepared soils. The Medium MineWolf is a powerful remote control or manually operated mine clearing system that uses large earth tilling and flail attachments to neutralize landmines. The tiller’s teeth engage the ground to a depth of 25 centimeters, physically destroying anti-personnel (AP) and anti-tank (AT) landmines, and mulching vegetation up to 15 centimeters in diameter. The Improved Backhoe is a modified commercial backhoe that incorporates a variety of commercial off-the-shelf attachments used for vegetation reduction and soil sifting in mine suspect areas. The vehicle has been modified by armoring the cab and chassis, and adding blast proof SETCO tires capable of withstanding multiple anti-personnel mine detonations. Traxx is an extremely compact, remote controlled vehicle capable of working in and around slopes of up to 60 degrees. It is equipped with a variety of commercial vegetation cutting implements and custom designed mine clearing tools. At less than 1.3 tons Traxx is easily transported to remote sites and capable of climbing and working on the most challenging hillsides. The Target Reacquisition Positioning System (TRPS) is a dual-purpose, target reacquisition and survey tool. TRPS is a lightweight, low-cost and highly accurate system that simplifies the use of Differential Global Positioning System (DGPS) for reacquiring ground target positions previously identified UXO detection systems.
