In October 2007 and May 2008, the U.S. Humanitarian Demining Research and Development Program (HD), located at Ft. Belvoir, VA., undertook the testing of the Rapid Area Preparation Tool (RAPTOR). RAPTOR is the latest of a series of area preparation systems on tractor platforms that HD has developed in the last decade. Systems, including the Severe Duty Tractor and Tools (SDTT) and Mantis, have undergone operational evaluations in Thailand, Nicaragua, and Afghanistan. Currently most of the key mine action activities in the Sudan are managed by the UNMAO. However, the mandate of UNMAO expires in June 2011, by which time the national authorities should have assumed all necessary regulatory and coordination responsibilities. In order to accelerate the transfer of responsibilities to the national authorities, UNMAO is developing a Transition Plan. Clearly, successful transition will depend on a carefully designed and well resourced capacity development plan to reinforce and further develop the national mine action capacities. During a country wide survey undertaken by Swiss Foundation for Mine-action (FSD) between 2003-05 it was determined that approximately km2 of land was contaminated with mines and Un-exploded Ordnance (UXO). However, during the past 5 years, various activities such as Land Release (LR), Technical Survey (TS) and Clearance, has reduced the SHAs level to approximately 15-17 km2. In its continuing program to provide a complete size-range of area-preparation systems to the world’s humanitarian demining community, the United States Humanitarian Demining Research and Development Program, located at Ft. Belvoir, Virginia, developed a lightweight area-preparation system around the ASV Inc. SR-80 rubber-tracked crawler with a family of attachments. The system, assembled by Applied Research Associates, Inc., and named the Nemesis, is intended to cut and mulch up to Category 3 (difficult, up to 10 cm diameter trees) vegetation and to remove cutting debris. At the request of the Demining Center of Ecuador, the U.S. Humanitarian Demining Research and Development Program at Ft. Belvoir, VA., undertook a performance evaluation of the Orbit Screen Model 68A and the Model 48-25 Rock Crusher, two pieces of equipment that could be used to remove antipersonnel land mines from riverbank minefields along the border of Ecuador and Peru. The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluation of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers South East Europe, 2002-2007.

The approach used for the evaluation was desk research visits to two mine-affected countries (Bosnia and Herzegovina and Croatia) and further contact with EC Delegations by phone and internet. Face-to-face discussions with RELEX and EuropeAid staff in Brussels were only possible after the country visits.

This report seeks to estimate and project the economic cost of cluster munition contamination resulting from the 2006 conflict in Lebanon.

It focuses on three areas:

  • The cost of lost agricultural production specifically caused by cluster munition contamination;
  • The cost of responding to cluster munition contamination through internationally assisted clearance and risk reduction operations;
  • The economic cost of deaths and injuries directly resulting from this contamination.

On December 3rd 1997, Bosnia and Herzegovina signed the Convention banning the production, use, stockpiling and transport of AP mines. The Convention also contains obligation to clear all known mined areas by March 2009. Accordingly, the Council of Ministers on 28 November 2006 made a decision to start the evaluation process of the existing Mine Action Strategy for the period 2005-2009, as well as the preparation of new strategic document for the period 2009-2019. This second document would provide the basis for an extension of the Convention deadline for total removal of mines.

Sudan is an extremely difficult place to run a demining program. Mine clearance agencies face astronomical prices of goods and services, monumental logistical challenges, bureaucratic impediments from government, fraught labor disputes and a deeply embedded political economy of conflict. This multitude of problems has made Sudan one of the most unproductive demining programs, in terms of ordnance or area cleared per US dollar, in the world.
