Hazard mitigation plans (HMPs) are strategic documents or policies developed by governments, communities, and organizations to identify risks and reduce the impacts of natural and human- made hazards. These plans aim to minimize loss of life, property damage, and disruption from floods, wildfires, snowstorms, heatwaves, and other disasters. While useful, these plans infrequently and unevenly address the lived experiences of marginalized populations who bear the disproportionate impacts of recurrent disasters. Technocratic planning goals exacerbate these impacts by failing to center inclusive and equity-focused approaches, thus eroding the resilience capacities of many vulnerable groups including the poor and communities of color. …

This study described the roles of the Armed Forces of the Philippines (AFP) in Disaster Risk Reduction Management (DRRM) in Metro Manila and how climate-induced hazards impact the role of the military. It used a qualitative approach, which involved semi- structured interviews among AFP officers and barangay leaders with expertise and experience in DRRM and an analysis of selected policy documents and military doctrine. The influence of natural hazards on social vulnerability is an important topic in the risk analysis of natural disasters in the human-environment system. Due to the difficulty of directly measuring social vulnerability, composite indexes are used as a surrogate. In 2012 Washington state voters legalized recreational marijuana; local jurisdictions retained the option to ban recreational marijuana production, processing, and/or retail sales. Licenses for marijuana business could be distributed by the state to licensees in areas where local laws prohibited the business. This disconnect prompted legal battles between local governments and would-be business owners, as exemplified in the central Washington county of Yakima and the county seat, the city of Yakima. Beaver activities can cause drastic changes to hydrogeomorphic processes by impounding waterways through the construction of dams, trapping sediments and reducing the downstream sediment load. The presence of beaver is increasing in urban areas. Urban streams exhibit hydrogeomorphic processes distinct from natural systems because of changes in land cover that alter hydrology. This case study was developed as part of an effort to understand the sedimentation patterns of a beaver impounded urban stream in Beaverton, Oregon. This project compares three GIS techniques that estimate populations who are potentially affected by environmental contamination in Portland, Oregon. All three GIS techniques utilize polygon containment to estimate populations potentially exposed to pollutants based on block level census data. In this study, multiple buffer distances at half-mile increments were used across all three techniques. Circular Euclidean distance buffers surrounding a known contaminated property, such as documented brownfields, approximate the contamination zone. Accurate estimates for populations exposed to harmful environmental conditions could provide a better understanding of environmental justice issues. The purpose of this paper is to examine the literature from scientific and governmental entities that describes the problems with elevated stream temperatures in the Tualatin basin, the actions being taken to resolve those problems, and to assess whether these actions are meeting the goal of improving salmonid habitat in the basin. Elevated stream temperatures are considered a pollutant under the US Clean Water Act (Clean Water Act 1972, as amended) because increased stream temperatures can be harmful to native aquatic biota, particularly salmonid fish species that have evolved to use cold water (IMST 2004).

The cost of transporting forest products from harvest site to processing facility is a critical indicator of timber project feasibility. In order to accurately assess these timber haul costs, least-cost travel-time estimates among the site and the facility can be estimated using vector- or raster-based GIS methods. This study explores the applicability of both the raster- and vector-techniques within a variety of landscapes, including forested areas where comprehensive transportation data is limited. Gentrification and stagnation are two prominent themes in neighborhood development today. The city or Portland, Oregon is experiencing both of these neighborhood stages in different neighborhoods. In Oregon a property tax measure passed in 1997, Measure 50, caused property tax rates to vary by location according to changes in real market values over time. This study examines the evolution of the industrial landscape of Portland, Oregon’s Central Eastside Industrial District (CEID) from the initial declaration in 1981 as an ‘industrial sanctuary’ to the present day. The study recreates the historical landscape of 1981, mapping historical land use data from archived Sanborn maps in GIS. This was then compared to the current landscape of 2014, wherein data gathered from field visits, and online, public land use databases was mapped using GIS.

Kazakhstan was the most multi-ethnic country to emerge from the former Soviet Union and the only one to have its titular ethnicity as a minority. This paper examines the top-down nationalism that has occurred since independence in 1991. The government of Kazakhstan has used elements of the theories of nationalism and territoriality in their effort to build a strong and unified post-Soviet national identity. The role of language, treatment of minorities, changing demographics, and the multi-ethnic nature of Kazakhstan make this a difficult task.

Sheltered by mountains on all sides, the 724-square mile Tualatin Valley has been home to successive groups of people who have shaped the landscape based on their needs, tools, and ideas about the human relationship to nature. Thousands of years of indigenous burning practices and cultivation of native plants, followed by two centuries of European-American fur trapping, agriculture, logging, and urbanization have created the Tualatin Valley landscape of today. Understanding how a history of changing land use has affected the region is integral to building an environmentally sustainable future.

Identities of place develop through a multitude of perceptions. Place myths guide much of this perception. Portland, Oregon’s identity has evolved in particular around a much quoted but unchallenged statistic regarding the volume of nude dancing venues. This paper focuses on the literature specific to both nude dance venues and place identity; Portland’s legal history that contributed to this phenomenon; and some of the cultural and spatial variables pertinent to this issue. Two initiatives, aimed at restructuring the state constitution specifically to deal with nude dance venues and other adult entertainment, are analyzed.

The decline of waterfowl populations and their requisite wetland habitats remains a concern. Because migratory bird refuges are often artificial landscapes of actively managed wetlands, and wildlife populations experience their greatest change during the breeding season, refuges should be designed to maximize breeding habitat. Western juniper (Juniperus occidentalis var. occidentalis) has been expanding its biogeographic range since the mid-1800's, resulting in decreased biodiversity, altered wildlife habitat, increased soil erosion, reduced stream flows and reduced forage production. The direct causes of western juniper aforestation are unclear but appear to be related to altered fire regimes, over grazing, and climatic shifts.

This study analyzes land-cover types in the Gee Creek Watershed of southern Washington using the pixel-based and object-based image analysis approaches. Landsat imagery has traditionally been used for pixel-based classification and change detection in land-cover studies. In recent years, the availability of high-resolution satellite and aerial imagery have enabled for land-cover classification to occur at scales not possible using traditional Landsat imagery. High-resolution aerial imagery of 1 meter or greater has become readily available for free. This paper reviews significant geographic contributions to academic literature in the arenas of conservation, environmental thought, and "sustainable development", in order to understand why geographers have not been more central contributors to the sustainable development movement. A review of geographic literature reveals no lack of understanding on the "sustainable development" concept. However, the disciplines' contributions are lacking in numbers relative to published articles and in developing research and practical methods for directly benefiting the "sustainable development" movement. Satellite imagery is commonly used to study land-use, land-cover change in mountainous areas. Classification of land-cover types is particularly difficult in this type of terrain because topography affects the spectral response of surface features. Several techniques have been developed to help compensate for this topographic effect and to increase classification accuracy.

Paper 2: Upwards of 20,000 Chinese migrated to Oregon before 1890. Upon their deaths many were interred in "Chinese cemeteries." In China, the placement of cemeteries is an important aspect of the traditional Chinese religion. This paper asks if the early Chinese practiced the same Feng Shui in the placement of the Oregon gravesites.
