The Impact Of The Supreme Court On Trends In Economic Policy Making In The United States Courts Of Appeals, Donald R. Songer

Previous impact research has primarily investigated controversial civil liberties decisions. The present study examines the response of the United States Courts of Appeals to changes in the labor and antitrust policies announced by the Supreme Court between 1950 and 1977. Significant impact was discovered. In each policy area, the decisional trends of the courts of appeals underwent a significant change after each of two policy shifts on the Supreme Court. Changes in the decisional trends of the courts of appeal were in the predicted direction even after controls were introduced for judges' party and holdover effects.

Regulation Of Government Agencies Through Limitation Riders, Neal Devins

Congress often attaches limitation riders to appropriations bills to establish its policy directives. Professor Devins argues that the appropriations process is not the proper vehicle for substantive policymaking. In this article, he analyzes institutional characteristics that prevent the full consideration or articulation of policy in appropriations bills. Professor Devins also considers the extent to which Congress's use of limitation riders inhibits the effectiveness of the other branches of the federal government. Professor Devins concludes that, while Congress's use of limitation riders is sometimes necessary, Congress should be aware of the significant risks associated with policymaking through the appropriations process.

Several family systems therapists have discussed the value of observing families' spatial relationships as an aid in diagnosing family structure and processes. For example, Haley (1976) notes that: "When the family members seat themselves, sometimes the organization of the family is clarified" (p. 18). Minuchin (1974) also discusses the same idea when he writes: "When the family sits down, the family therapist should pay attention to how they position themselves. Often their placement can give him some hunches about family affiliations" (p. 207). The general idea behind this concept is that families often reveal a good deal about themselves in …
