This dissertation is a study of challenges to the development of democratic equity and inclusion in administration. It examines Woodrow Wilson’s and the 1968 Minnowbrook Conference participants’ thoughts about public administration in environments of political constraint and crisis. The study consists of four essays. Essay 1 is an overview of Wilson’s concerns for the development of administration and thoughts on a prescribed role for the study. Essay 2 presents an overview of the Minnowbrook Conference concerns, including the traditional political rationality. This dissertation studies the extent of polarization in Venezuela under Hugo Chávez (1999-2013), Ecuador under Rafael Correa (2007-2017), and Turkey under Recep Tayyip Erdoğan (2002-2015). Theoretically, it develops the concept of leader polarization to describe cases where the elite or/and public opinion polarize over their levels of affection toward charismatic and dominant chief executives. To explain the occurrence of leader polarization, the dissertation unpacks the inclusionary vs. exclusionary nature of populism toward the members of the in-group and the out-group on symbolic, political, and material levels. Students with specific learning disabilities (SLD) are educated in general education classrooms. As a result, these students are faced with more challenging instructional curricula. Although some students with SLD perform as well in mathematics as students without disabilities, most perform below state standards despite being provided instructional and testing accommodations. The Effects Of Self-Monitoring On Homework Completion And Accuracy Rates Of Students With Disabilities In An Inclusive General Education Classroom, Carol Ann Falkenberg

This study investigated the effects of self-monitoring on the homework completion and accuracy rates of four, fourth-grade students with disabilities in an inclusive general education classroom. A multiple baseline across subjects design was utilized to examine four dependent variables: completion of spelling homework, accuracy of spelling homework, completion of math homework, accuracy of math homework. Data were collected and analyzed during baseline, three phases of intervention, and maintenance. Throughout baseline and all phases, participants followed typical classroom procedures, brought their homework to school each day and gave it to the general education teacher.
