Over the past decades, calls for comprehensively managing and planning ocean resources have emerged internationally and within the United States. Central to these calls is a drive to expand coastal and marine spatial planning with a particular focus on technologically mediated public involvement. These new public involvement technologies aim, more quickly and thoroughly, to solicit and analyze public values and existing uses of the coastal and marine environments. One particular technological innovation is the use of participatory geographic information systems (PGIS). Research on the marketization of the nonprofit sector and how it has come to operate in more business-like ways has been well documented in recent years. This research has largely focused on how marketization has pervaded the nonprofit sector, yet little research has been done on how business-like values and modes of acting are manifesting in nonprofits. Even less understood are the impacts marketization may have on foundational civic values in the nonprofit sector. Nonprofit and voluntary organizations are part of the political economy that add to the services of public and private sectors by addressing civic interests, participation in democracy and providing social programs that improve quality of life. This dissertation examines the factors associated with the diffusion of state constitutional victims' rights amendments across the United States in the twenty-year period of 1982 to 2001 to understand the impact of the federal government on state constitutional change. Because each branch of the federal government took prominent actions in the area of victims' rights on the national policy stage during this era, it is important to know whether these actions influenced policy change at the state level.
