This study aims to explore the relationship between the objective (actual) environment and people's perceptions of the environment, and their relative effects on active travel behavior, particularly bicycling behavior. This is an important research gap in the current literature linking the built environment and active travel. Better understanding this relationship will help to explore the mechanism underlying the built environment- behavior relationship and identify potential interventions to promote active travel.

Beginning with reclamation projects in the western U.S., the heavy construction industry helped the federal government grow in size and sophistication in the twentieth century. The Morrison-­Knudsen Corporation throughout the twentieth century represented one of the federal government's favored contractors. Following western reclamation projects, the U.S. federal government then used contractors to help move the U.S. economy out of the Depression, prepare for World War II, wage the Cold War at home and abroad, and win the space race. Bicycle use is increasing in many parts of the U.S. Local and regional governments have set ambitious bicycle mode share goals as part of their strategy to curb greenhouse gas emissions and relieve traffic congestion. In particular, Portland, Oregon has set a 25% mode share goal for 2030 (PBOT 2010). Currently bicycle mode share in Portland is 6.1% of all trips. Other cities and regional planning organizations are also setting ambitious bicycle mode share goals and increasing bicycle facilities and programs to encourage bicycling. This dissertation investigates how new movers make decisions about active transportation, particularly non-work utilitarian walking, in the context of a new home and neighborhood. A number of theoretical explanations seek to describe the factors that have led to the position of the United States as the last industrialized Western nation without a universal health care program. Theories focus on institutional arrangement, historic precedent, and the influence of the private sector and market forces. This study explores another factor: the role of underlying social values. This study examines economic integration within the European Union (EU) as a factor in conflict transformation and peace-building. European responses to causes of frequent conflicts and wars after the end of WWII focused on the search for peace, economic cooperation and prosperity. This thesis will focus on three elements: economic interdependence, the expansion of the free market, and economic integration. In-depth examination of these factors reveals that economic interdependence or the exchange of goods and services across inter-state and international boundaries only, is not sufficient to bring peace among states. Health impact assessment (HIA) has emerged in the U.S. as one promising process to increase social and environmental justice through addressing health equity issues within planning. HIA practice is guided by values such as democracy and equity and grounded in broad social determinants of health. The most readily applied definition of democracy is problematic because it implies an element of direct, participatory engagement with the public. This is at odds with HIA practice that largely relies on stakeholder engagement strategies.

This mixed-method study is focused on the values, beliefs, and attitudes of Jordanian elites towards liberalization, democratization and development. The study aims to describe elites' political culture and centers of influence, as well as Jordan's viability of achieving higher developmental levels. Survey results are presented. The study argues that the Jordanian regime remains congruent with elites' political culture and other patterns of authority within the elite strata. However, until this "cautious liberal" political culture of Jordanian elites changes, a transitional movement cannot arise that would lead Jordan towards greater liberalism, constitutionalism and development. Food insecurity and chronic hunger are devastating global problems currently facing more than a billion people. There are many actors involved in the response to stomp out world hunger, including International Non-Governmental Organizations (INGOs). These INGOs, however, work in tumultuous environments with limited resources. This dissertation examines the INGOs involved in the food security dilemma (N=51) to investigate how they use resources to reach hungry populations.

Contested land-management plans make spatial data about values that people attach to the landscape necessary for federal land management. The study area for this project is the Olympic Peninsula, Washington, an area that is divided by a complex mosaic of land jurisdictions, including public lands administered by the National Park Service, National Forest Service, and Washington State, as well as interspersed tribal and private landholdings surrounding the perimeter.
