Given the increasing concern about the scarcity of Dual Language Bilingual Education (DLBE) teachers, it is crucial to understand the trends in teacher retention and attrition from the perspective of DLBE teachers themselves. The purpose of this study was to investigate the behavioral training programs/frameworks and Professional Development (PD) delivery methods that certified staff - including teachers, speech-language pathologists, school psychologists, occupational therapists, and teachers on special assignment - as well as administrators, believe to be necessary to address the academic, social, emotional, and behavioral needs of students exhibiting challenging behaviors. This study explores the complicated relationship between security considerations and the European integration process. The research uncovers specific security factors that have shaped the EU integration process. Applying policy alignment and collective efforts for governance, this study offers a methodological improvement to the conventional status quo satisfaction concept within power transition theory.

Findings indicate that external militarized actions targeting European nations only occasionally disrupted integration in the short term. This study explores the interrelationships of urban policy, affect, and power through a critical discourse analysis of New York City's "Universal Access to Legal Services" / "Right to Counsel" ordinance, a 2017 initiative that has persisted amidst the evolving landscape of eviction diversion following the outbreak of Covid-19. Here we develop a new high resolution inventory of CO2 emissions for the three Oregon counties which comprise the bulk of the City of Portland, Oregon, USA. Locally curated and long-running data collection efforts for on-road traffic activity and emission rates are used to model on-road emissions, and a new survey of the area's natural gas network informs the building energy model. The inventory estimates total emissions of CO2 for each hour of the year 2018 in the on-road, residential, and commercial building sectors at 1 km2 resolution. Doulas are trained, nonmedical support professionals that provide continuous emotional, informational, physical, and practical support before, during, and after childbirth. Doula care has been shown to reduce the cost of birth-related healthcare, reduce adverse birth outcomes, and increase patient satisfaction and positive birth experience. In 2011 Oregon became the first state to authorize payment expenditures of doula care through Medicaid as a strategy to reduce birth-related health disparities and increase culturally and linguistically appropriate healthcare delivery. Since the 1960s, the frequency and cost of floods have, on average, increased in the United States. Concurrent with this increase in flood losses has been an increase in flood insurance claims paid out by the National Flood Insurance Program (NFIP). The existing literature shows that participation in the NFIP's Community Rating System (CRS) program successfully lowered flood losses and NFIP insurance claims in the participating communities. In spite of these successes, community participation in the CRS is low and the NFIP is currently more than $20 billion in debt. Emergency response agencies commonly focus on how hard infrastructure will interact with extreme climatic and geologic events: bridges during an earthquake and buildings following a tornado, for example. Peoples' actual experience of these extreme events vary, however, based on socially constructed consequences of natural hazard events and their interaction with a depleted or robust social safety net.

Previous research shows people living with depleted social safety nets and who experience a natural hazard event are likely to help where they see disaster. This thesis presents two individual research papers that examine the relationship between greenspaces and crime in Portland, Oregon. The two papers use an adapted street network buffer to better measure crime concentration around discrete locations. This methodological development allows for an improved measure of crime concentration around discrete locations.

The first contribution, explores the relationship between different greenspace types and crime, breaking down different crime types into discrete categories. The results of this study suggest that overall, Portland greenspaces do not experience a concentration of crime, however, different patterns emerge as greenspace and crime types are disaggregated. New mobility technologies, such as shared mobility services (e.g., car-sharing) and, more importantly, autonomous vehicles (AVs), continue to evolve. The supply-side advancement will likely disrupt and transform transportation mode choice behaviors, and create a new paradigm since they are emerging and becoming increasingly feasible alternatives to the existing modes of transportation. Despite the international consensus that climate change is a problem, few substantive policies are being pushed forward at the national level to meet international greenhouse gas reduction commitments under the Paris Agreement. The most significant climate change policies are emerging at state public utility commissions (PUCs). This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Older adults living unhoused encounter limitations and challenges that drastically decrease their wellbeing and quality of life. The purpose of my study was to understand how experiencing houselessness impacted older adults' ability to conduct their activities of daily living (ADLs) and instrumental activities of daily living (IADLs) within their communities. I conducted phone interviews with older adults aged 50 and older who experienced houselessness in the Portland metro area.
