For decades, Paul Romer’s endogenous growth theory has enriched the discussion regarding human capital in development. Romer posits that human capital is a vital resource and critical component of macroeconomic growth. With emigration identified as the leading cause of human capital loss for developing countries, Romer recommends growth policies focus on accessing knowledge in more developed parts of the world. There is a shortage of literature regarding beluga (Delphinapterus leucas) vocal ontogeny, as presently, there has only been one published study on the vocal development of beluga calves, despite the value of ontogenetic studies for our understanding of sound-centered species. Here I offer the second longitudinal study of beluga vocal development. Using a calibrated digital hydrophone with a sampling rate of 256 kHz, I studied the vocal progression of a male beluga calf in early life. This research illuminates the partnership of a particular civil society actor, Benedictine monasteries, in achieving developmental goals and delivery outcomes for education and health in Tanzania. Faith based organizations (FBOs) like these Benedictine monasteries quietly persevered with their work. These monasteries without governmental support were able to achieve similar results in areas of Tanzania deprived of infrastructure and consistent governmental administrative attention.

This dissertation investigates the impacts of transnational remittances and the institutionalization of diaspora engagement on development in Africa. Remittances to Africa are now around $50 billion annually and larger than inflows of foreign aid and investment. African governments continue to realize the potential contributions of their diasporas to development through not only remittances but through skills, expertise-sharing, and coordination of efforts. In 2000, four African countries had national-level institutions nominally dedicated to the diaspora and its potential to effect development: now 36 of the 54 governments have such an institution.
