While much of the American West operates under prior appropriation formally, irrigators have found Coasian methods of lowering transaction costs by forming irrigation companies. Irrigation companies own appropriative rights and redefine them, typically as shares. The research for this thesis examined historical and recent events embodying persecution both directed towards and perpetuated by the Mormon church. In order to convey the complexity of persecution, I examined stories told by church members, accounts written during the early years of the religion, and scholarly pieces written about the church's history. These stories revolved around the assassination of Joseph Smith and the Mountain Meadows massacre.

Youth often become homeless through three central pathways: conflict with family, involvement in the foster system, and involvement in juvenile justice systems. As youth experience homelessness during important developmental period(s), vulnerability to mental illness may occur if not already present. The present study examined the type and prevalence of mental illness. Characteristics of homelessness, health and mental health service utilization, and pathways to homelessness were examined in relation to the occurrence of mental illness. Transportation models is used to find out the physical feasibility of 5% biomass co-firing, as well as locate the supply zone for each power plant that would minimize the transportation cost. Additional cost required for 5% biomass co-firing and the economic benefits associated with biomass co-firing are calculated. This study looks at the Mutual Self-Help Housing Program, an affordable homeownership program offered by the USDA Rural Development and run by local nonprofit organizations. This sample was surveyed to discover the relationship between demographic variables, reported mental health issues, and marital quality. In addition, this study sought to discover models, using demographic variables and reported mental health issues, to predict for separate dimensions of marital quality. This survey was a replication of a study completed primarily in Oklahoma, with the addition of questions about the participants' mental health.

The purpose of this study was to examine housing, demographic, and economic characteristics that are present in neighborhoods with high rates of mortgage default. In addition, the effect of minority percentage was studied in neighborhoods with high rates of default. Defaulted properties recorded in 2003-2004 in Weber County were geo-coded and assigned into one of 42 census tracts in Weber County. Descriptive statistics then profiled the characteristics of the census tracts. Twelve professionals from the state who work in the mortgage lending market participated. Data consisted of interviewee comments and were analyzed qualitatively using a multi-step method of coding for concepts and themes.

Lumbar fusion surgery is a commonly used procedure to treat severe spinal pathology and associated chronic disabling low back and leg pain. Despite the common incidence of spinal fusion surgery, few studies have examined patient outcomes or predictive correlates of this procedure. The objectives of this study were to characterize Utah workers who received lumbar fusion surgery in terms of relevant presurgical and outcome variables and to identify presurgical correlates of patient outcomes. An inventory, the Juvenile Sex Offender Program Provider Implementation Tool (JSSOPIT), was constructed from guidelines stipulated by the Network on Juveniles Offending Sexually (NOJOS), Medicaid, and the Utah Department of Human Services. Seven nonsecure residential programs for juvenile sex offenders in Utah were evaluated with the JSSOPPIT for implementation in six areas: (a) target population, (b) intake criteria and procedures, (c) treatment constellation, (d) supervision, (e) aftercare, and (f) staff qualifications and training.
