Project turning over management of over 8,800 acres of land in or around the Lake Whatcom watershed to Whatcom County under a reconveyance process outlined in RCW 79.22.300. This land has been managed by the state WDNR and has been leased to private companies for commercial forestry practices with financial benefit to trusts in this area, under the new plan the proposed action the land would be turned into a county run park with an emphasis on forest conservation with low impact recreation opportunities.

Lake Whatcom is the main source of drinking water for over 96,000 people in Whatcom County including 82,000 residents of the City of Bellingham. Unfortunately, Lake Whatcom is currently listed under the Washington State Department of Ecology's 303D list as an impaired water body due to lack of dissolved oxygen. The main cause of low oxygen levels in the lake is excess phosphorus. Phosphorus is a nutrient necessary for all plant life. "The purpose of this report is to reexamine and reevaluate the environmental impacts of the Lake Whatcom Watershed Land Acquisition Ordinance, (Ordinance 2000-09-058) which was passed by the City of Bellingham in the fall of 2000. "The purpose of this Environmental Impact Assessment (EIA) is to evaluate the potential impacts of closing the Brannian Creek kokanee hatchery located in South Bay Lake Whatcom. Due to a large budget deficit facing the state of Washington, the closure of several hatcheries managed by the Washington Department of Fish and Wildlife (WDFW) has been proposed as a possible cutback measure. This EIA investigates the positive and negative impacts associated with the proposed action of hatchery closure, an alternative action and if no action was taken.
