The United States is on a trajectory to reach 20% of citizens aged 65 and over by 2030. This hyper-aging population affects the costs of healthcare, but it is not adequately represented in current U.S. models. Studies indicate other hyper-aged nations have experienced this increase and implemented long-term care measures to counter the increase in aging populations and costs with system responsiveness. This study examined the role of Medicaid home -and community- based service (HCBS) contributions in states that have the fastest-aging populations. Stigma is one of the most significant barriers to access and utilization of mental health services in the United States. Delays in receiving mental health services significantly contribute to health disparities and poor health outcomes. The study was an investigation into health care accessibility for children with autism spectrum disorder (ASD) following the transition to a private Medicaid system in the state of Florida. Pilot studies of managed Medicaid programs focused on costs and did not address how changes to the system impacted access to health care services. There were limited studies designed to understand how a change in the system, such as a privatization, would affect vulnerable populations such as young children with ASD. Although women offenders face barriers to successful reentry into their communities, as yet, no research has explored their experiences in accessing health care reentry services. Medicaid enrollment, the process of applying for Medicaid coverage, can be offered as a health care reentry service. Women offenders in jails have shorter sentencing times compared to those in prison, which presents Medicaid enrollment opportunities before release. The Second Chance Act provides the opportunity for reentry services, and the Affordable Care Act provides the opportunity for Medicaid coverage for women offenders.
