This paper compares the framings of ethnic conflict with theoretical political science explanations of the causes of such conflict. Framings are statements used to portray the who, what, and why of an issue through the emphasis or exclusion of information to create a specific agenda. The theoretical expectation from social science is that ethnic conflict is a result of a commitment problem, where the two parties in the conflict cannot credibly guarantee the protection of the other. The geopolitics of development are explored through an examination of development assistance to two African countries as a mechanism of competition between China and the US. The processes of competition include the actions and rhetoric of African leaders. We define a geopolitical context for the agency of political leaders and opinion-makers in Ghana and Zambia. The geopolitical context consists of the structure and dynamics of the world-economy; especially the competition to capture the newest round of innovations and the related need to establish supply chains of raw materials from peripheral countries. The Communist Party of China CCP) controls all political, economic, and military issues in China. In the absence of elections, the only route of recruitment at higher levels of the political hierarchy in the Party is an official promotion. The scholarship on promotions offers two main explanations for advancement inside the Communist Party of China: (i) informal connections between high officials and candidates, and (ii) merit of candidates. This scholarship disregards, however, the importance of achievement of political targets by the candidates, specifically, their ability to deliver social stability.

China has increasingly intensified engagement with Africa since 2000. In 2001, trade between Africa and China was at $10.6 billion. In 2011, trade had exploded to over $160 billion.1 Chinese investment in Africa has grown from tens of millions of dollars to over $10 billion.2 This surge of trade and investment in Africa has not yet been matched by any other global power. Recently, Hu Jintao doubled China’s loan commitment to Africa to over $20 billion.
